Hai Phong information on selling price, conditions, procedures for buying social housing

Current projects, prices, procedures and conditions for buying social housing in Hai Phong City are publicly and clearly informed, making it easier for people to access and buy houses.

According to the report of the Department of Construction, currently in Hai Phong there are 31 social housing projects with a total scale of about 36,600 units. Of which, 9 projects have started construction with a scale of about 15,000 units; 16 projects have selected investors, are completing procedures to start construction with about 18,900 units and 6 projects have investment policies, are selecting investors with a scale of about 2,700 units.

Previously, on July 24, Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee, listened to a report on the construction progress and difficulties of people in carrying out procedures for purchasing and leasing social housing.

According to the feedback of some businesses and people, the implementation of social housing projects in the city still faces difficulties in accessing preferential loans. The lending interest rates of commercial banks are relatively high, the preferential interest rate period is short. The capital support through the Social Policy Bank for the period 2024-2025 has not been allocated budget capital to implement loans under the Social Housing Loan Program.

In particular, in some social housing projects that are eligible for sale, there are situations where people have to pay additional costs, and real estate trading floors are distributed by investors for sale.

After listening to the report and opinions, the Chairman of the Hai Phong City People's Committee concluded that when people buy or rent social housing through real estate trading floors or directly from investors, they only have to pay the exact price announced by the Department of Construction, and do not have to pay any other fees. Encourage people to buy social housing directly from project investors or official trading floors.

Regarding beneficiaries of social housing policies, based on the provisions of the Housing Law, the city gives priority to households living in old and degraded apartment buildings; workers and laborers from other provinces, residing far from their workplace, working in industrial parks and clusters, and low-income people in the city.

Implementing the direction of the City People's Committee, recently, the Department of Construction provided information on social housing projects, procedures and eligible subjects for purchasing social housing.

According to Official Letter No. 3951/SXD-QLN of the Department of Construction, Hai Phong has 3 projects that are eligible for sale and have had their selling prices approved. The lowest price was recorded at the social housing project of the Hoang Huy New City urban area project in Thuy Nguyen district, with a scale of 149 units and a selling price of 14.125 million VND/m2. As for the social housing project at 384 Le Thanh Tong, Ngo Quyen district, with a scale of 1,294 units, the selling price is 18.857 million VND/m2. The social housing project of the Trang Due urban service and worker housing construction investment project, An Duong district, with a scale of 2,538 units, has a selling price of 16.090 million VND/m2.

There are currently 2 projects in the city that are eligible for sale and are in the process of requesting price appraisal. Specifically, the social housing area at Lac Vien Warehouse 3 (No. 142 Le Lai), Ngo Quyen District, with a scale of 4,448 units, is expected to have a selling price of 17,600 VND/m2. This is a social housing project combining the renovation of old apartments, with priority given to people living in old apartments in the city. As for the social housing at No. 39 Luong Khanh Thien, Ngo Quyen District, with a scale of 216 units, the expected selling price is 19,500 million VND/m2.

Projects to build apartment complexes for low-income people in An Dong Residential Area, An Duong District (775 units); social housing construction project (phase 1) in Trang Cat Ward, Dinh Vu - Cat Hai Economic Zone (4,004 units); worker housing project in Dong Hai 2 Ward, Dinh Vu - Cat Hai Economic Zone (1,562 units) are being implemented, preparing to have products on the market.

Currently, in the city, there are 21 projects with investment policies, preparing to start construction, expected to be completed or have products on the market from now until 2030.

From August 1, 2024, the subjects, conditions, procedures and order for purchasing, renting and hire-purchasing social housing will be implemented according to the 2023 Housing Law, Decree 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on social housing development, Circular 05/2024/TT-BXD dated July 31, 2024 of the Ministry of Construction detailing a number of articles of the Housing Law.

To ensure the healthy and sustainable development of social housing, avoid policy exploitation, people can access and buy at the right price, without having to pay any additional costs, the Department of Construction coordinates with the Hai Phong Economic Zone Management Board and the City Labor Federation to inform businesses and workers about information on social housing projects, legal regulations on subjects, conditions and procedures for buying, renting, and leasing-purchasing social housing; guide businesses to confirm for workers when they have a need to buy social housing.

The Department of Natural Resources and Environment directs district-level land registration offices to confirm for people when they need to buy social housing within the deadline and form prescribed in Decree 100/2024/ND-CP dated July 26, 2024 of the Government; Circular 05/2024/TT-BXD dated July 31, 2024 of the Ministry of Construction.

As for the People's Committees of districts, they shall confirm and direct the People's Committees at the commune level to confirm for people who need to buy social housing within the deadline, the form prescribed in Decree 100/2024/ND-CP dated July 26, 2024 of the Government; Circular 05/2024/TT-BXD dated July 31, 2024 of the Ministry of Construction.

As for social housing project investors, they must carry out procedures to publicize project information, selling prices, number of apartments sold, number of remaining apartments, and list of buyers who have signed contracts at the headquarters where the documents are received, the working headquarters, and the real estate trading floor. Real estate business is only allowed when meeting the conditions prescribed by law and there are measures to prevent speculation, price inflation, or differential fees. When buying, renting, or leasing social housing through the real estate trading floor or directly from the investor, people only have to pay the exact price announced by the Department of Construction, and do not have to pay any other fees.
