Hai Phong will relocate people and property of households living in 5 old apartment buildings at 311 Da Nang (Cau Tre ward), 11 old apartment buildings in Van My ward and households in the premises of the apartment buildings.
Hai Phong City recently passed Resolution No. 58/NQ-HDND on deciding on the investment project to build technical infrastructure works in the area of the old apartment buildings Van My and 311 Da Nang in Ngo Quyen district.
The old apartment buildings at 311 Da Nang and Van My apartment complex (Ngo Quyen district, Hai Phong) were built in the 1970s and 1980s. Currently, the buildings in this apartment complex have seriously degraded to the highest level of danger level D, which does not ensure safety.

The relocation of people and property at the old Van My and 311 Da Nang apartment buildings is to ensure the safety of the residents living here.
Talking to reporters of the Investment Electronic Newspaper - Baodautu.vn, Mr. Ho Xuan Thuy, Chairman of the People's Committee of Van My Ward said: "Implementing the City's policy, up to now the ward has mobilized 500 households in the Van My collective housing area to relocate to 2 new apartment buildings HH1, HH2 Dong Quoc Binh. For the remaining households, it is expected to provide compensation and support for households to buy houses at the social housing project at Lac Vien Warehouse 3".
According to the resolution, the project to invest in the construction of technical infrastructure in the area of old apartment buildings also aims to build infrastructure for resettlement housing areas and social infrastructure to serve on-site resettlement. Create a reserve land fund to serve the needs of resettlement arrangements to carry out site clearance for other projects in the district. Create a land fund to conduct auctions of land use rights to increase state budget revenue.

This investment policy also aims to improve and upgrade the technical and social infrastructure system, urban beautification, and socio -economic development of Ngo Quyen district in particular and Hai Phong city in general. At the same time, build a synchronous technical infrastructure system according to the plan.
Accordingly, the land will be cleared within the scope of 5 old apartment buildings in area 311 Da Nang, Cau Tre ward, 11 old apartment buildings in Van My ward and households in the premises of apartment buildings on a land area of about 10.07 hectares, not including Sao Sang 3 Kindergarten.
The project will also complete the technical infrastructure of the resettlement area with an area of about 4.5 hectares, including the following items: leveling the ground, roads, water supply and drainage systems, lighting, and planting street trees. 267 lots will be arranged to serve the resettlement needs of projects in the district and on-site resettlement.
The project will dedicate 1.2 hectares to build a flower garden and green tree system, including the following construction items: leveling the ground; walking paths in the flower garden; synchronous water supply, drainage and lighting systems; planting shade trees, decorative trees, and lawns.
The project has a total investment of 583.67 billion VND. The project implementation period is from 2024 to 2027.
According to the report of the Department of Construction, Hai Phong City currently has 31 social housing projects with a total scale of about 36,600 units. Of which, 9 projects have started construction with a scale of about 15,000 units; 16 projects have selected investors, are completing procedures to start construction with about 18,900 units and 6 projects have investment policies, are selecting investors with a scale of about 2,700 units.

In the period of 2021-2025, Hai Phong is expected to have about 16,200 completed units and will exceed the social housing development target set by the Government (target: 15,400 units); in the period of 2025-2030, it is expected to have about 20,400 completed units and will exceed the target assigned by the Government in the period of 2025-2030 (target: 18,100 units).
