Hai Phong prioritizes resources for upgrading dikes and embankments.

Following the merger, Hai Phong city approved the investment plan for 4 large-scale dike projects with a total investment of nearly 1,000 billion VND.

4 large-scale dike reinforcement projects

In order to gradually modernize the dike system and meet the requirements of disaster prevention and control, after merging with Hai Duong province, based on proposals from the agriculture and environment sector, the People's Committee of Hai Phong city approved the investment policy for 4 large-scale dike reinforcement projects. These are: the Project to renovate and upgrade the Kinh Thầy dike and the Đá Bạc dike in the former Thủy Nguyên city; the Project to renovate and upgrade sea dike 3 in the former Tiên Lãng district; the Project to renovate and upgrade the right bank dike of Đá Vách in Kinh Môn town (formerly); and the Project to build 23 new sluices under the dikes.

These projects are being implemented simultaneously in various localities. The total investment is nearly 1,000 billion VND, funded by the city's budget.

Four dike reinforcement projects have a total investment of nearly 1,000 billion VND.

According to the City's Project Management Board for Investment in Construction of Transportation and Agricultural Works, the project's components are large-scale investments, ensuring design elevations to withstand storms and floods of level 11-12.

Specifically, the Investment Project to upgrade the Right Kinh Thầy and Right Đá Bạc dikes will upgrade 17.29 km of dike surface to a width of 7 m using concrete; and construct 9 culverts under the dikes to replace the old ones.

The Investment Project to Upgrade Sea Dyke 3 will renovate and upgrade 4.66 km of dyke, with a 7 m wide surface; and build one culvert under the dyke to replace the old one.

In the Project to Invest in the Construction of Sluices Under Critical Dikes, Hai Phong City will build 23 sluices under dikes in the districts of An Lao, Tien Lang, Vinh Bao, An Duong, and Thuy Nguyen.

The project to renovate and upgrade the right embankment of the Đá Vách rock formation in Kinh Môn town will renovate and upgrade more than 3.37 km of embankment.

Upon completion, these projects will contribute to strengthening and upgrading dike systems according to design standards, addressing critical and unsafe components, enhancing the safety of the dike system, proactively preventing and mitigating storms and floods; ensuring water reserves and improving water quality; creating transportation connections, contributing to production development, and improving the quality of life for people in the area.

Modernizing the dike system step by step.

Hai Phong is a coastal city that is annually affected by climate change and rising sea levels. On average, Hai Phong is impacted by 3-5 typhoons or tropical depressions that directly hit the city each year, causing damage to dikes and affecting people's lives. Some major typhoons in history have caused significant damage to dikes. Hai Phong is also frequently affected by floods in the estuaries of the Thai Binh River system and upstream floods.

In recent years, the dike system in the city has received significant investment from both the central and city governments, gradually completing various components according to the design elevation in each area. This investment has primarily focused on the coastal dike system and river dikes, but these are not yet complete or synchronized to meet the requirements of disaster prevention and control in the current situation.

After merging with Hai Duong province, Hai Phong city has great development potential, with a large population and increased area, making the dike system even more important.

Currently, the city is implementing many projects to develop industrial zones, economic zones, and commercial zones. Alongside investing in socio-economic infrastructure projects, the city is also focusing on investing resources in upgrading dikes to gradually improve and modernize the dike system in the area, meeting development requirements.

As a locality benefiting from the project, Mr. Le Minh Tan, Chairman of Vinh Bao Irrigation Works Exploitation One-Member Limited Company, said that when the dike projects are completed and put into operation, they will comprehensively utilize the functions of the dike structures, effectively regulating water resources; serving production and people's lives, and effectively preventing and mitigating natural disasters in the Vinh Bao area in particular and other localities in the city in general. This will contribute to ensuring the safety of lives and property for the people and organizations and businesses, enabling them to better implement disaster prevention and control measures, proactively deploying solutions and measures early and from afar, and promptly preventing adverse impacts caused by natural disasters.

Mr. Bui Quang Hoang, Deputy General Director of the Hai Phong City Transportation and Agriculture Project Management Board, informed that the Board is currently actively coordinating with relevant units to complete investment procedures and implement construction in the near future. The Board is coordinating with localities where projects are being implemented to prepare the necessary conditions for land clearance to ensure smooth project execution and adherence to the set schedule.
