Hai Phong and Hai Duong agree on many important contents in building the merger project.

Accordingly, the leaders of the two localities reached a high level of agreement on the plan to coordinate the implementation of the conclusions of the Politburo, the Secretariat and the Central Government's documents related to the merger of Hai Duong province and Hai Phong city; and the arrangement and reorganization of commune-level administrative units of the localities.

The two sides agreed to continue to promote propaganda work, grasp public opinion, raise awareness of cadres, party members and people about the policy of merging, rearranging and reorganizing commune-level administrative units. At the same time, the Party Committee of Hai Phong City People's Committee was assigned to preside over and continue to closely coordinate with the Party Committee of Hai Duong Province People's Committee to complete the draft Project, report to the Standing Committees of the two local Party Committees for approval; collect voters' opinions and implement the next steps according to regulations; ensure the completion of the Project and report to the Central Committee on schedule.

The development of principles and criteria for arranging and assigning cadres under the management of the Standing Committee of the Party Committee at the merger will be chaired by the Hai Phong City Party Committee's Organization Board, in coordination with the Hai Duong Provincial Party Committee's Organization Board for consultation and development.

Regarding the plan to merge specialized advisory agencies of the political system, the two localities assigned agencies and units of Hai Phong city to preside over and coordinate with agencies and units of Hai Duong province to develop projects and plans, and submit them to the Standing Committee of the Party Committee for unanimous approval.

In particular, the two sides agreed to arrange to reduce about 70% of the existing commune-level administrative units, meeting the conditions specified in Resolution No. 76/2025/UBTVQH15.

Regarding infrastructure and working conditions, the basic direction for arranging headquarters, means of transport and accommodation for cadres, civil servants and public employees of Hai Duong province after the merger was agreed upon according to the proposal of the Standing Committee of the Hai Phong City Party Committee. At the same time, the policy was agreed upon to continue to survey the needs and study and supplement the plan to arrange a reasonable proportion of cadres, civil servants and public employees to work simultaneously at the current administrative headquarters of Hai Duong province and at the Administrative - Political Center of Hai Phong city in the initial stage of the merger; study and invest in traffic routes connecting the two localities to meet the travel needs and urban development commensurate with the status of the new city.

Regarding the city's socio-economic development plan after the merger, the two sides agreed to assign the Hai Phong City Party Committee to preside over and coordinate with the Hai Duong Provincial Party Committee to study and develop the city's socio-economic development plan after the merger to ensure growth targets; at the same time, study and develop revenue and expenditure estimates and a medium-term public investment plan for 2021 - 2025, a public investment plan for 2025, ensuring the completion of socio-economic targets according to the direction of the Central Government.

Regarding the preparation for the Political Report to be submitted to the Congress of the Hai Phong City Party Committee after the merger, term 2025 - 2030, it is agreed to use the draft Political Report of the current Hai Phong City Party Committee as the basis for the two localities to supplement, update and develop a Joint Report. At the same time, a Working Group will be established to assist the Standing Committees of the two local Party Committees in implementing the merger project and organizing the Congress, starting from April 22, 2025.

In addition, the two localities also agreed to direct the review, inspection and comparison of the system of legal documents issued by the People's Council and People's Committee of Hai Duong province and Hai Phong city that are still in effect. Especially documents related to specific regimes and policies, planning, investment, and specialized state management to propose adjustments or abolish overlapping, contradictory or no longer appropriate documents. At the same time, review a number of policies newly issued by the Central Government, delegating authority to localities that have not yet been issued by the two localities to propose the construction of a unified and synchronous system of legal documents applicable to the new administrative units.

Agree to review the organizational system and administrative procedure information between the two localities to ensure connection, synchronous and smooth operation between levels; develop a plan to integrate specialized databases, assign focal points, implementation roadmap and ensure information security. On that basis, adjust and consolidate the digital transformation plan, identify key tasks in the Action Plan to implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo to apply to the new administrative unit.
