Mobile Public Administration: Bringing Services Closer to People During the School Opening Season

Although it was a weekend, the yard of Phu My C Primary School in Soc Xoai Hamlet, My Huong Commune (Can Tho City) was still bustling, as dozens of people brought their children's identification papers and records to certify procedures to prepare for the new school year. This is one of the areas that the Mobile Public Administration Team of the People's Committee of My Huong Commune implemented to support parents and students in handling procedures to prepare for the first day of school.

In the waiting row, Mr. Ly Say in Ta Bien hamlet has just completed the procedure of certifying the identity papers and birth certificate for his daughter who is about to enter 4th grade. Smiling with relief, Mr. Say shared: “My house is about 10km from My Huong Commune Public Administration Service Center. Now, the commune officials have come to Phu My C Primary School to support me with the application, so it is very convenient, I only have to walk 1km to get there. Many other people who do not have motorbikes can still walk here, saving a lot of time and money. The staff are enthusiastic and friendly in their guidance.”

Also at Phu My C Primary School, Mr. Tan Luon, 67 years old, in Soc Xoai hamlet, carefully arranged the documents that had just been confirmed. This was the first time he had experienced such a simple and quick administrative procedure. According to Mr. Tan Luon, his house is more than 12km from the commune's Public Administration Service Center, while his children's parents work far away, he has done all the school admission procedures for his four grandchildren. He confided: "Having officials come to the place to support the procedures like this, it makes it much easier for the people."

My Huong commune was established on the basis of merging 3 communes: Phu My, Thuan Hung and My Huong. This is a locality with a large Khmer population, accounting for 56.92% of the population. After the merger, My Huong commune has a large area, with residents distributed in 26 hamlets, some of which are 15km from the commune center. While people are still getting used to the new administrative location, traveling to carry out administrative procedures is still difficult. Currently, it is the peak school season, the demand for issuing birth certificates, certifying student records, confirming documents related to health , social security, etc. is increasing.

Faced with that reality, the Party Committee and People's Committee of My Huong commune coordinated with schools and hamlet people's committees to deploy the model "Mobile public administration associated with the 2025 school opening season". The model is deployed on weekends in August, at schools, hamlet cultural houses or other convenient locations.

According to Ms. La Thi Bich Ngoan, Vice Chairwoman of the Commune People's Committee, Director of the My Huong Commune Public Administration Service Center, the Mobile Public Administration Team includes civil servants from the Public Administration Service Center, specialized departments, the Police and the Youth Union. The Public Administration Team will receive and guide the application on-site, and the results will be sent to the school to return to parents when completing the admission procedures.

In addition to the above model, recently, My Huong Commune Public Administration Service Center has extended the time for receiving and processing administrative procedures by 30 minutes each morning and afternoon. The increased working hours will be applied from July 15 to August 15, 2025 or until further notice. This is to create conditions for people, especially those who work far away, to have more time to carry out procedures such as verifying personal records and confirming job applications.

The Center also enhances guidance on the use of online public services, contributing to improving service quality and people's satisfaction. In particular, civil servants all know Khmer to facilitate communication with ethnic minority people. From July 1, 2025 to August 9, 2025, My Huong Commune Public Administration Service Center received and processed 1,193 records. Of which, 143 records were processed online, 1,050 records were processed directly and through BCCI services; 1,164 records were processed ahead of schedule, and 19 records are being processed; the rate of processing before and on schedule is 100%.

My Huong Commune has continuously taken the initiative to innovate in administrative procedure reform with practical methods, both reducing travel time for people and strengthening trust and connection between the government and the people. This is also a practical step in building a public administration that serves and satisfies the people.
