Ninh Binh City People's Council approved the policy of establishing Hoa Lu city.

On the morning of July 16, the People's Council of Ninh Binh City, term XXI, 2021-2026, held the 20th Session (Special Session) to review and resolve a number of arising and urgent matters. Comrade Dinh Van Tien, member of the Provincial Party Standing Committee, Secretary of the Ninh Binh City Party Committee attended and directed the session.

At the meeting, the City People's Council delegates reviewed and gave their opinions on the Proposals on: approving the Policy on establishing Hoa Lu city, at the same time arranging commune-level administrative units and establishing wards; approving the Urban Development Program of Hoa Lu city until 2040; on supplementing the city budget in 2024 with the target for communes and wards to implement regimes, policies and tasks (phase 2).

With a spirit of democracy and high responsibility, the City People's Council delegates enthusiastically discussed, carefully reviewed the submissions, inspection reports and passed many major policies. Based on political , legal and practical grounds, the City People's Council approved the draft Resolution on approving the policy of establishing Hoa Lu city, at the same time arranging the commune-level administrative units and establishing wards.

Accordingly, the City People's Council approved the policy of establishing Hoa Lu city on the basis of merging the entire natural area and population of Hoa Lu district and Ninh Binh city. After establishment, Hoa Lu city has a natural area of 150.24 km2 and a population of over 237,000 people.

The City People's Council also approved the policy of arranging commune-level administrative units and establishing wards in Hoa Lu city. After establishing Hoa Lu city, simultaneously arranging commune-level administrative units and establishing wards, Hoa Lu city will have 20 commune-level administrative units (including 15 wards and 5 communes).

During the meeting, the City People's Council voted to approve the draft Resolution on approving the Hoa Lu City Urban Development Program to 2040; voted to approve the draft Resolution on supplementing the city budget in 2024 for communes and wards to implement policies, regimes and tasks (phase 2).
