Implementing the two-level local government, Tra Ly ward was established on the basis of arranging Hoang Dieu ward, Dong My commune, Dong Hoa, Dong Tho (former Thai Binh city) and Dong Duong commune (former Dong Hung district). Tra Ly ward has an area of ​​nearly ^21km2 , population of nearly 44,000 people. The ward party committee currently has 57 party cells, 2,045 party members. 5 localities in Tra Ly ward have focused on socio -economic development in the direction of promoting strengths and exploiting existing potentials. In the development process, although there are many difficulties and challenges, the localities have achieved achievements in many fields. Promoting the advantages of rapid urbanization along with the flexibility and sensitivity of the people, the trade and service sectors in Tra Ly ward are increasingly developing. In the ward, there are currently 134 enterprises, production and business establishments in the industrial sector, attracting, creating jobs and high income for over 6,000 workers. The ward has Gia Le industrial park with relatively synchronous infrastructure investment, attracting 13 new investment projects in the period of 2021 - 2025.

Localities have also made the most of agriculture with outstanding agricultural production models such as the rice production area that reduces greenhouse gas emissions in Dong Tho commune (old); kumquat, peach, and ornamental plant growing areas in Dong Hoa, Dong Tho communes, and Hoang Dieu ward (old). These are favorable conditions for developing eco-tourism and agricultural experiences. In addition, the ward is also a place where unique traditional cultural values ​​from craft villages and local festivals converge, creating a unique identity and a solid foundation for developing cultural tourism. Tra Ly ward focuses on the work of establishing and implementing urban planning and development. Up to now, the zoning plan has been basically completed and many projects for developing commercial housing, residential areas, and urban areas have been implemented or completed the selection of investors, and site clearance work has been carried out, creating a breakthrough for urban construction and development.

Implementing the province's policies and orientations on building a green, modern urban area along the Tra Ly River, localities have completed the general planning, covering the zoning planning; new urban areas have basically covered the detailed planning as a basis for project implementation. In the ward, there are about 10 projects approved for investment. This will be the premise for the ward to firmly move towards the goal of becoming a cultural, entertainment, recreation center and attracting tourism development of the region and the province.
