According to the project to arrange provincial-level administrative units, Ho Chi Minh City (new) will be a centrally-governed city based on the merger of three provincial-level administrative units including Ho Chi Minh City, Binh Duong province and Ba Ria - Vung Tau province.

What is the plan to merge the 3 Departments of Education and Training?

According to the proposed arrangement plan sent to the Organizing Committee of the Ho Chi Minh City Party Committee by the leaders of the Department of Education and Training, the plan is to merge the 3 Departments of Education and Training of Ho Chi Minh City, Binh Duong , and Ba Ria - Vung Tau into the Department of Education and Training of Ho Chi Minh City.

This new Department (including 3 regions: Ho Chi Minh City, Ba Ria - Vung Tau and Binh Duong) is a specialized agency under the Ho Chi Minh City People's Committee and receives the original status of the affiliated public service units and units under the state management authority of education of the Department of Education and Training of Ba Ria - Vung Tau and the Department of Education and Training of Binh Duong.

The new Ho Chi Minh City Department of Education and Training will have 198 public service units, including 165 high schools and junior high schools, 2 specialized high schools, 2 gifted sports schools and other units.

In the immediate future, the staffing and number of employees of the departments and public service units under the three regional departments will remain the same; a roadmap will be developed to streamline the staffing, with at least 20% of the number of civil servants and public employees receiving salaries from the state budget.

Current status of human resources of 3 Departments of Education and Training

According to the report on the current status of human resources as of the end of April, the Department of Education and Training of Ho Chi Minh City has 162 positions, including 11 heads and 30 deputies. The civil servant position assigned in 2025 is 171.

The Department's Board of Directors has 6 members, including a director and 5 deputy directors. The director is Mr. Nguyen Van Hieu. The deputy directors include Mr./Ms. Le Hoai Nam, Duong Tri Dung, Nguyen Bao Quoc, Le Thuy My Chau, Huynh Le Nhu Trang.

Currently, the Department of Education and Training of Ho Chi Minh City has 126 affiliated public service units, including 109 high schools and junior high schools, 3 kindergartens, 4 continuing education centers; 3 intermediate schools and 7 other units.

The number of employees assigned in 2025 is 11,183, of which 10,816 people receive salaries from the state budget, 376 people receive salaries from the revenue of the public service unit. The total number of civil servants is 10,492 people receive salaries from the budget, 639 have labor contracts.

Binh Duong Department of Education and Training has 34 affiliated units, including 30 high schools, one continuing education center and three vocational colleges. The number of employees at the Department in 2025 is 2,482, of which 2,243 receive state budget salaries, 136 receive salaries from revenue sources, and 178 are workers.

The Board of Directors of the Binh Duong Department of Education and Training has 3 members, including 1 director and 2 deputy directors. The director is Ms. Nguyen Thi Nhat Hang. The deputy directors include Mr. Nguyen Van Phong and Ms. Truong Hai Thanh.

The Department of Education and Training of Ba Ria - Vung Tau has 2 people in the Board of Directors, in which the director is Ms. Tran Thi Ngoc Chau, the deputy director is Mr. Phan Ke Toai.

This department has 38 affiliated units, including 30 high schools, 6 continuing education centers, and 2 schools for children with disabilities. The number of employees assigned in 2025 is 2,478, including 2,344 civil servants and 209 workers.

Projected scale of new education in Ho Chi Minh City

According to statistics from Dan Tri reporters, the educational scale of Ho Chi Minh City (new) will have about 2.6 million students.

According to data released by the Departments of Education and Training at the beginning of the 2024-2025 school year, Ho Chi Minh City currently has 1,707,220 students; Binh Duong has about 520,700 students; and Ba Ria - Vung Tau province has about 300,000 students at all levels.

With the merger of three localities, the (new) Ho Chi Minh City will become a giant educational center of schools, with more than 3,500 educational facilities from preschool to high school.

Currently, Ho Chi Minh City has more than 2,340 schools at all levels (including 1,308 kindergartens, 529 primary schools, 299 secondary schools, 205 high schools and new schools), Binh Duong contributes 713 schools, and Ba Ria - Vung Tau adds 463 schools. The combination of these numbers creates a picture of a massive educational infrastructure, ready to meet the learning needs of the megacity.

Not to mention, Ho Chi Minh City also has a number of new schools inaugurated and built on the occasion of the 50th anniversary of national reunification.

In terms of the number of teachers, the new city will have more than 110,000 teachers. According to data at the beginning of the 2024-2025 school year, Ho Chi Minh City has 80,612 teachers. Of which, there are 26,889 preschool teachers; 23,155 primary school teachers, 18,125 secondary school teachers and 12,442 high school teachers.

Binh Duong province has 19,878 civil servants (excluding non-public figures and district-level vocational education and continuing education). Of which, 14,883 are teachers and 1,048 are managers. Ba Ria - Vung Tau education sector has about more than 16,000 teachers at all levels.

After the merger, the (new) Ho Chi Minh City will become the leading university education center in the country, with a scale of up to about 80 universities. This number is formed from more than 65 existing schools in Ho Chi Minh City (including 2 large universities, Ho Chi Minh City National University and Ho Chi Minh City University of Economics, along with 38 public schools, 8 academies, 15 private schools and 5 foreign-managed schools), plus 8 schools from Binh Duong and 2 schools from Ba Ria - Vung Tau.

The new Ho Chi Minh City will have 4 universities under the city. Specifically, in addition to the 3 existing schools: Saigon University, Pham Ngoc Thach University of Medicine and Ho Chi Minh City Academy of Officials, there will be Thu Dau Mot University (Binh Duong).

In addition, dozens of colleges, vocational colleges, intermediate and intermediate vocational schools will also contribute to creating a diverse and comprehensive educational ecosystem for this megacity.
