The Constitution of the Socialist Republic of Vietnam is a legal document of the highest value, reflecting the will and aspirations of the entire Party, people and army, and is at the same time the political and legal foundation for the stability and sustainable development of the country.
After more than a decade of implementing the 2013 Constitution, in response to the requirement of innovating the national governance model and streamlining the state apparatus to be more efficient and effective, the National Assembly has reviewed, amended, and supplemented a number of important articles of this Constitution.
On June 16, 2025, at the 9th Session, the 15th National Assembly passed Resolution No. 203/2025/QH15, amending and supplementing a number of articles of the 2013 Constitution. This is the result of a process of careful research, objective assessment of practice, and acceptance of opinions from agencies, organizations, experts, and the general public. The amendments are not only of a technical legislative nature, but also demonstrate a strategic vision in building a modern, democratic, and developed socialist rule-of-law state in Vietnam.
One of the important contents amended this time is to clarify the role of the Vietnam Fatherland Front as the center of the great national unity bloc. Along with that, the Constitution also more clearly recognizes the position and role of the Vietnam Trade Union, the organization representing workers in the period of developing a socialist-oriented market economy .
Recognizing the right to submit draft laws and ordinances to socio-political organizations in accordance with their capacity and legal position also shows the expansion of political-legal space, encouraging the broad participation of social forces in the public policy-making process.
In particular, the breakthrough highlight in the 2025 revision is the reorganization of local government according to a two-level model: provincial and commune levels, officially ending the operation of district-level administrative units from July 1, 2025.
This regulation opens a period of profound reform of the state apparatus, reduces intermediate levels, and enhances the autonomy and operational capacity of local governments. This is considered a revolutionary step, clearly reflecting the innovative thinking in state governance, while realizing the policy of "streamlining, effectiveness, and efficiency" of the political system.
The book “The 2013 Constitution of the Socialist Republic of Vietnam (amended and supplemented in 2025)”, published by the Truth National Political Publishing House, is an official publication that consolidates the entire original content of the 2013 Constitution and the amendments and supplements by Resolution No. 203/2025/QH15. This is not only an important document for state agencies, officials, civil servants, public employees, armed forces, and law-administrative students, but also a practical legal dissemination document for all people.
In parallel, to concretize constitutional principles in the field of administrative management, the National Political Publishing House Truth also published the book "Law on Organization of Local Government in 2025".
This Law comprehensively regulates the organizational structure, operating mechanism and authority of governments at all levels, ensuring consistency with the new two-level model. In particular, the Law clarifies the role of the People's Council and People's Committee in representing the will and aspirations of the people, enhancing autonomy and the spirit of service in local management activities.
The Constitution and laws on organizational apparatus are not just dry documents of regulations, but are the "framework" for operating the country, where the law clearly expresses the Party's ideology and guidelines, reflects the development practices and meets the people's expectations.
A firm grasp of the contents of the Constitution and the Law on Organization of Local Government will contribute significantly to improving legal awareness in society, strengthening discipline, building a strong socialist rule-of-law state, and serving the people better and better.
