On June 27, the Labor Newspaper held a workshop on "Implementing the Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City".
Speaking at the workshop, Dr. To Dinh Tuan, Editor-in-Chief of the Labor Newspaper, said that from August 1, the Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City will take effect, allowing the city to pilot new models, new approaches, and optimize all resources and potentials for outstanding development. This is an important “key” not only for Ho Chi Minh City but also to promote the development of the Southern Key Economic Zone as well as spread throughout the country.
Providing more information about the resolution, Mr. Hoang Van Cuong, member of the National Assembly 's Finance and Budget Committee, said that the resolution has given Ho Chi Minh City the largest special mechanism and policy ever, including 44 mechanisms and policies. Specifically, 7 mechanisms are inherited from Resolution No. 54/2017/QH14 of the National Assembly on piloting special mechanisms and policies for the development of Ho Chi Minh City (Resolution 54); 4 mechanisms have been issued for other localities; 6 mechanisms are in the process of being discussed and approved in the coming time, in which Ho Chi Minh City will be the first to take the lead; 27 mechanisms and policies are only available in Ho Chi Minh City.
"What is special is that the resolution received a very high consensus from National Assembly delegates when the approval voting rate reached more than 97%," Mr. Hoang Van Cuong emphasized.
Dr. Tran Du Lich, member of the National Monetary and Financial Policy Advisory Council, said that this is a resolution that is in line with the people's wishes. The practical implementation of this resolution is the foundation for the National Assembly to develop the Special Urban Law.
To implement the resolution, Dr. Tran Du Lich said that it is necessary to immediately focus on decentralization, delegation of power, and building a model of "integrating central and local public services" with clear responsibilities between central and local levels so that there is no longer a situation where departments ask ministries and then go around in circles.
According to Dr. Nguyen Dinh Cung, former Director of the Central Institute for Economic Management, there are four tasks that Ho Chi Minh City can do immediately. These are: removing bottlenecks in traffic infrastructure; developing urban areas along major traffic routes; improving the lives of officials and civil servants from increased revenue; especially, boldly eliminating some unnecessary jobs to build new ways of doing things. Also according to Dr. Nguyen Dinh Cung, it is not advisable to spread out, but to focus on things that can be done from available resources, especially human resources.
At the workshop, Director of the Department of Planning and Investment of Ho Chi Minh City Le Thi Huynh Mai said that, drawing lessons from Resolution 54 in the implementation stage, Ho Chi Minh City aims to implement this resolution in a strict, public and transparent manner. From the beginning, the city issued a plan, closely following central agencies, ministries, branches and each relevant agency to develop a draft resolution.
According to the Department of Planning and Investment of Ho Chi Minh City, the city has issued a plan, which sets out specific tasks, and will submit 8 reports to the City People's Council on mechanisms and policies; specific contents on TOD (development model oriented towards connecting public transport), land acquisition... Each quarter will have its own tasks, the third quarter of 2023 has 11 tasks, the fourth quarter of 2023 has 34 tasks, each department and branch must deploy tasks to complete.
“Currently, Ho Chi Minh City is in the process of completing the work to be ready to deploy specific mechanisms immediately after the resolution takes effect (August 1, 2023). The Ministry of Planning and Investment is coordinating with the city to issue relevant decrees to implement the resolution as soon as possible,” Ms. Le Thi Huynh Mai affirmed.
