Attending the congress were Mr. Pham Duc Tien, Standing Deputy Secretary of the City Party Committee; Mr. Nguyen Thanh Binh, Standing Member of the City Party Committee, Standing Vice Chairman of the City People's Committee; and representatives from relevant departments and agencies.
As of June 2025, the entire Party Committee of the University has 2,786 party members, organized into 11 grassroots party committees, 1 grassroots branch, and 155 affiliated branches.
The Congress highlighted 10 outstanding achievements of the University during the 2020-2025 term. Of particular note are the strengthening of the organization and improvement of the quality of the staff and university governance capacity. The staff, including Party members, officials, and employees, have developed both in size and quality. Compared to the beginning of the term, by May 2025, the number of PhDs increased by nearly 18% (148 PhDs), reaching 832; the number of lecturers with the titles of professor and associate professor increased by 4.6%, reaching 229 professors and associate professors; senior lecturers increased by 10%; and principal lecturers increased by 28.1%.
With hundreds of research projects at various levels implemented, 52 outstanding research groups recognized, and hundreds of prestigious international publications, the University of Hanoi affirms its position as a science and technology center of Central Vietnam and the entire country. Many scientific products have been transferred and registered for intellectual property rights, including products that generate high revenue.
The University of Hanoi has signed nearly 200 memoranda of understanding and cooperation agreements with international partners; managed and implemented nearly 30 international cooperation projects funded by foreign organizations, including, for the first time, coordinating two projects funded by Erasmus+; opened training programs according to international standards; and implemented 12 joint undergraduate and postgraduate training programs with many partners around the world . International cooperation not only improves the quality of training and research but also contributes to promoting the image of the University of Hanoi internationally.
University has made a strong leap in rankings on prestigious university lists. From a ranking of 451–500 in Asia (2020), the University of Hanoi (UH) has risen to 348 (2025) in the QS Asia rankings, ranking 65th in Southeast Asia and 1501+ globally by THE. For the first time, UH is ranked in the 1201-1400 group globally according to the QS World 2025. This is a significant step forward, affirming the effectiveness of its model transformation, educational quality, research, and international cooperation.
The Congress identified the 2025-2030 term as a crucial period in realizing the goal of building Hue University into a National University. In the context of fundamental and comprehensive reforms in Vietnamese higher education, deep international integration, and the increasingly high demands of the labor market, Hue University sets the following general goal : To build and develop Hue University into a National University, striving to be among the top 300 universities in Asia and 1,000 universities worldwide by 2030; to become a multidisciplinary, high-quality, advanced education and training center, effectively contributing to the socio-economic development of Hue City and the entire country.
