Currently, Muong Ang district has a forested land area with field measurements of more than 5,100 ha/3,332.64 ha. Forested land without forest in communes and towns that have been measured is 7,518 ha/10,024 ha, reaching 75% of the area required for allocation. The district is planning to hand over land use right certificates in January 2024, determining that land and forest allocation associated with granting land use right certificates to individuals, households, and communities in the area is necessary to help people have land for production and benefit from the forests assigned for management and protection.
Mr. Ta Manh Cuong, Vice Chairman of Muong Ang District People's Committee, said: Muong Ang District assigned the Land Use Rights Registration Office and a number of related departments and offices to be responsible for checking the cadastral measurement excerpt of the land plot submitted by the land user; confirming the conditions for being granted a Certificate of land use rights, house ownership rights and other assets attached to land in the registration application; sending cadastral data to the tax authority for determination; Preparing documents for the natural resources and environment agency to submit for signing and granting the Certificate of land use rights, house ownership rights and other assets attached to land. Updating and supplementing the issuance of the Certificate of land use rights, house ownership rights and other assets attached to land in the cadastral records and land database; Handing over the Certificate of land use rights, house ownership rights and other assets attached to land to the Reception and Result Delivery Department of the Office of the People's Council - People's Committee of the district to give to the grantee.
In order for people to truly be the owners of the forest, immediately after the results of the land survey of the plots were available, the district directed the Expert Team to assist the Steering Committee for Production Forest Planting and the District Department of Natural Resources and Environment to take the lead in organizing and guiding the People's Committees of the communes to develop a plan to allocate land to households for concentrated production forest planting based on organizing meetings to collect opinions from departments, branches, organizations, representatives of the commune and households on the land allocation plan, land survey data, and land dispute status. Next, the People's Committee of the commune submitted the plan to the People's Council at the commune level for approval. When the plan was approved by the People's Council of the commune, the People's Committee of the commune submitted it to the district's professional agencies for appraisal.
When the appraisal results are available, the Department of Natural Resources and Environment of Muong Ang district will advise the district People's Committee to approve the land allocation plan for households planting concentrated production forests in the commune; Decide on land allocation for concentrated production forests for each household. At the same time, the commune People's Committee will publicly post the land allocation plan for households planting concentrated production forests at the commune People's Committee headquarters and community activity points. In addition, Muong Ang district will direct the commune to prepare documents to issue land use right certificates to households; Publicly post the results of the dossier preparation at the commune People's Committee headquarters and residential areas where there is land and assets attached to the land within 15 days...
Evaluating the implementation of land use right certificates issuance in Muong Ang district, it can be seen that the district has done a good job in land allocation, forest allocation and land use right certificates issuance, which districts and units in the province need to learn from and replicate the model.
