Ho Son: Good at mass mobilization, good at communication - Lang Son Newspaper and Radio and Television Station

Party Cell Secretary, Head of Tan Hoa Village, Ho Son Commune propagates and explains to people about compensation, support and resettlement mechanisms and policies

Ho Son Commune is 4.5 km from the district center. In the period of 2022 - 2025, the commune will implement 5 projects, of which 4 projects have been and are carrying out site clearance, including: VSIP Lang Son Industrial Park infrastructure investment and business project (phase 1); Ho Son 1 Industrial Cluster project; Resettlement and residential area project of Ho Son and Hoa Thang communes; Highway Intersection project to Huu Lung Industrial Park with a total of 601 affected households. The total land area recovered to implement the projects is over 221 hectares. In addition, in the commune, there is an investor carrying out procedures to implement the Lawaco Water Plant project (area of 3 hectares).

Identifying site clearance work as one of the key tasks, the Commune Party Committee issued a Decision to establish a Steering Committee to implement compensation and site clearance work for projects in the commune (steering committee) and establish a site clearance propaganda team.

Mr. Luc Van Bao, Deputy Secretary of the Party Committee, Chairman of the People's Council, Head of the Propaganda Team, said: The biggest difficulty in the project site clearance work is that many households do not fully understand the purpose and significance of the project for local socio -economic development. Therefore, the Party Committee and the commune government identified mass mobilization work as the leading factor to speed up the site clearance progress. Accordingly, the Propaganda Team, consisting of 20 members, including leaders of commune mass organizations, commune officials, and Party cell secretaries and village heads in the area, organized propaganda, grasped people's thoughts and promptly answered questions. From 2022 to present, the Propaganda Team has established working groups to coordinate propaganda in villages for 71 meetings with over 2,000 households participating; 548 households have directly propagated.

Mr. Luong Van Dau, Party Cell Secretary, Head of Dong Son Village, said: In the village, there are 63 households affected by the Ho Son 1 Industrial Cluster project with a land acquisition area of more than 34 hectares. To create consensus among the people, the Party Cell and the village front work committee actively coordinated with the commune's propaganda team to mobilize and explain to the people the meaning of the project and related policies and mechanisms. Up to now, 100% of households in the commune have handed over the land for project construction.

In addition, to hand over the site to ensure the progress of project implementation, comrades in the Party Committee Standing Committee and the Party Executive Committee of the commune directly attend meetings with Party cells, attend residential area meetings to propagate and listen to people's concerns. Every month, the Party Committee of the commune maintains an extended Party Committee meeting. In the meetings, there are reports and discussions on the progress of site clearance work. After the meeting, there are conclusions and resolutions issued to lead and direct propaganda, assign responsibilities, promptly remove difficulties and obstacles, and promptly hand over clean site to the construction contractor.

In addition, the Commune People's Committee also increased information dissemination on the loudspeaker system, promptly updated the system of directive documents on the commune's electronic information page. Thanks to that, people fully and accurately grasped information related to land acquisition and compensation and the progress of project implementation.

Mr. Nguyen Huu Hau, Tan Hoa village, Ho Son commune said: My family has more than 13,000 m2 of residential land and agricultural land affected by the VSIP Lang Son Industrial Park Infrastructure Investment and Business Project. With the propaganda of the Party Committee and the commune government, immediately after the land recovery notice, my family cooperated to create conditions for the inventory of land and assets on the land. Up to now, my family has received compensation and handed over the site for the contractor to construct the project. Hopefully, when the project is completed and put into operation, it will contribute to creating more jobs for local workers, promoting socio-economic development in the area.

With the efforts of the entire political system, up to now, the land has been handed over to the people for projects implemented in the area, basically ensuring the progress set by the district. In addition, the Party Committee and the commune government have also proactively coordinated propaganda and mobilized people to relocate over 150 graves in the project implementation area.

Recognizing the results achieved by the commune, in February 2025, Ho Son commune was honored to receive a certificate of merit from the Chairman of the Provincial People's Committee for its outstanding achievements in implementing the emulation movement "Speeding up the progress of site clearance for key projects of the province in the period of 2022 - 2025".
