On the morning of March 27, the People's Committee of Nghe An province held a conference to review the coordination program between the People's Committee and the Provincial Farmers' Association in 2023. Comrades: Nguyen Van De, Vice Chairman of the Provincial People's Committee, Nguyen Quang Tung, Chairman of the Provincial Farmers' Association chaired the conference. Also attending were representatives of relevant departments and branches.
Develop economic models associated with product consumption
Implementing the coordination regulations, last year, the Farmers' Association and related departments and branches have effectively implemented the signed contents. Accordingly, the parties have coordinated to implement socio-economic development programs and plans, especially on agriculture , farmers and rural areas issued by the Provincial People's Committee and related departments and branches; Mobilizing members and farmers to actively apply scientific and technical advances in production and business, transforming crop structure, plant varieties, livestock, cooperation, and production of safe agricultural products and food.
At the same time, coordinate well in organizing activities to support members and farmers in promoting and consuming products; build stores to display, introduce and trade safe agricultural products, typical agricultural products, etc. Thereby, gradually changing farmers' awareness from agricultural production to agricultural economy; promote cooperation and association in production to improve production and business efficiency.
Specifically, in 2023, with many solutions to promote the movement "Emulation of good production and business", 147,097 farming households met the criteria of good production and business farming households at all levels; 30 typical good production and business farming households with outstanding achievements in the movement of farmers competing in good production and business in the period of 2020 - 2023 were awarded Certificates of Merit by the Provincial People's Committee.
The construction and development of agricultural and rural economic models to help farmers learn and replicate have been promoted by associations at all levels. During the year, associations at all levels directed the construction of 168 effective economic models; coordinated with businesses to build production models associated with effective product consumption. Associations at all levels in the province organized 415 booths to display, introduce and promote OCOP products; implemented many activities to support farmers in accessing digital platforms, developing e-commerce, and bringing 8,836 agricultural products to the market.
In addition, we have stepped up propaganda and mobilized farmers to contribute their efforts and money to participate in building new rural areas. The whole province has built 481 model farmer gardens, 190 new rural standard gardens, 424 "Farmer tree rows in gratitude to Uncle Ho"; 40 "Farmer tree gardens in gratitude to Uncle Ho"; built 636 models of producing organic microbial fertilizers from agricultural waste and by-products, producing 33,932 tons of organic microbial fertilizers.
At the conference, the departments and branches also frankly pointed out the shortcomings and limitations between the parties in the coordination work; at the same time, discussed and proposed solutions to improve the effectiveness of the coordination program between the Provincial Farmers' Association and the departments and branches in the coming time.
The Provincial People's Committee agreed with 6 recommendations and proposals of the Farmers' Association.
Speaking at the conference, Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee highly appreciated the results achieved by the parties in the 2023 coordination program; agreed with the key coordination content in 2024 between the Provincial People's Committee and the Provincial Farmers' Association presented by the Chairman of the Provincial Farmers' Association.
In particular, emphasizing the key contents: Propagating and mobilizing farmers to strongly shift their thinking from agricultural production to agricultural economics, creating conditions for farmers to have good access to development policies, and to effectively approach agricultural development issues such as high-tech agriculture, organic agriculture, circular agriculture, digital transformation in production and consumption of agricultural products...
Strongly develop the farmer support fund to build pilot models in agricultural production and rural economy. Focus on consolidating and improving the quality of the Association and the farmers' movement; promote the construction and development of professional farmer associations and branches, creating a premise for the development of cooperatives and cooperatives in agriculture and rural areas. At the same time, coordinate well in organizing the Conference of the Provincial People's Committee Chairman to dialogue with members and farmers in 2024.
The Vice Chairman of the Provincial People's Committee also agreed with 6 proposals and recommendations of the Provincial Farmers' Association, including: Issuing a Plan to implement the Project "The Farmers' Association participates in developing collective economy in agriculture in Nghe An province until 2030"; allocating funds for the Provincial Farmers' Association to direct the construction of 21 pilot models of "Bright - green - clean - beautiful - safe roads"; approving the Project "Perfecting the organization and operation of the Provincial Farmers' Support Fund"; developing the Project "Organizing sending farmers to study, exchange production experiences and promote goods, consume agricultural products domestically, period 2024-2030"; Agreeing in principle for the Provincial Farmers' Association to coordinate with the Department of Agriculture and Rural Development to develop a plan to submit to the Provincial People's Committee to mobilize farmer members to organize bamboo planting, prevent landslides on Lam River banks; creating conditions for the Provincial Farmers' Association to organize the "Golden Rice Flower Cup" farmers' volleyball tournament associated with promoting agricultural products.
Accordingly, the Vice Chairman of the Provincial People's Committee assigned the Provincial Farmers' Association to preside over and coordinate with relevant departments, branches, localities and units in each field to develop a plan, submit it to the Provincial People's Committee for approval and implementation.
