Hoa Trung is building a model new rural commune.

After achieving advanced new rural area standards at the end of 2022, Hoa Trung commune (Dong Hy district) continues to implement many solutions to maintain and improve the quality of the criteria, aiming to become a model new rural commune in 2023.

Mr. Nguyen Huu Duy, Vice Chairman of the People's Committee of Hoa Trung commune, said: "Right from the beginning of 2023, the People's Committee of the commune reviewed the indicators according to the set of criteria for building model new rural communes in the 2021-2025 period, thereby developing a plan and clearly assigning responsibilities to each member of the Steering Committee for the New Rural Development Program of the commune."

Accordingly, the commune has five key tasks to implement, including: building Phuc Thanh and Na Long hamlets into model new rural hamlets; building La Danh smart hamlet; developing outstanding areas in education ; maintaining and improving the quality of all 19/19 criteria for advanced new rural areas in the 2021-2025 period; and striving for an average income of over 56 million VND/person/year.

Given its characteristics as a mountainous commune with a semi-mountainous terrain, for many years, the people of Hoa Trung have mainly developed their economy through hillside farming, growing tea and fruit trees combined with beekeeping and raising livestock and poultry.

Therefore, to support people's economic development, the People's Committee of the commune, in coordination with relevant provincial agencies, implements programs, projects, and policies to support agricultural and forestry development; organizes training courses on caring for and controlling pests and diseases in tea plants and fruit trees, and preventing and controlling diseases in livestock; and encourages people to grow tea according to VietGAP standards…

As a result, to date, the total area of tea production according to VietGAP standards in the commune is 120/250 hectares; the area of concentrated fruit tree cultivation is 200 hectares; maintaining 5,000 bee colonies and 6 farms, 15 family-run livestock farms.

Along with focusing on developing the agricultural economy, and leveraging the advantage of having 5km of National Highway 1B running through its territory, Hoa Trung commune has also created conditions and encouraged 180 households to develop small-scale handicraft and service industries; and encouraged 2 cooperatives to develop OCOP products.

As a result, in 2023, the commune had another product, Phuc Thanh Honey from the Phuc Thanh Beekeeping Cooperative, that achieved OCOP 3-star status, bringing the total number of key products recognized as OCOP 3-4 stars to 5... These OCOP products have contributed to increasing the income of local people by 10 to 20% compared to before.

Thanks to the effective implementation of various models, the average income of people in Hoa Trung commune currently reaches 56.5 million VND/person/year (an increase of 9 million VND compared to 2022); the poverty rate is currently only 2.7%, meeting the standards of a model new rural commune. With improved living standards, the people of Hoa Trung commune have actively played a leading role and contributed to completing the criteria for model new rural hamlets and smart new rural areas.

For example, in Phuc Thanh hamlet, hamlet head Tong Hong Thao shared: The hamlet mobilized residents to donate over 1,200 square meters of land and contribute 104 million VND to expand 1.1 kilometers of road from 3 meters to 5 meters; encouraged households to renovate their houses and plant flowers in their yards; and installed streetlights at gates and alleys...

According to our findings, since the beginning of the year, the people of Hoa Trung commune have contributed over 2.1 billion VND to complete the criteria for model new rural hamlets and smart new rural areas; and contributed 185 million VND to improve school facilities.

To date, the commune has 3.2km of concrete roads with a width of 4.5m or more; the lighting system on the main roads has been upgraded; the cultural center grounds have been built in a spacious and modern style; and the commune has completed 11 out of 11 criteria in the outstanding field of education...

To date, Hoa Trung has completed 19 out of 19 criteria for a model new rural commune; through surveys, 98% of the people are satisfied with the results of the New Rural Development Program in the commune.
