Negotiations with Russia completed for the Ninh Thuan 1 nuclear power project.

On January 26, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee and the Government Party Committee Standing Committee to approve draft reports and submissions to competent authorities regarding nuclear power projects.

Faced with the new demands of the development era, at the end of 2024, the Central Committee and the National Assembly carefully considered and agreed on the policy of restarting the Ninh Thuan nuclear power project.

On August 20, 2025, the Politburo issued Resolution No. 70 on ensuring national energy security until 2030, with a vision to 2045, which requires the urgent implementation of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects.

Promoting the implementation of many important tasks.

The Prime Minister has issued decisions to establish a Steering Committee for the construction of the nuclear power plant, directing the resolution of important inter-sectoral issues in the process of implementing the National Assembly's Resolution on continuing the investment policy for the Ninh Thuan nuclear power project.

At the meeting, participants acknowledged that the Government and the Prime Minister had provided close guidance, and ministries, agencies, and organizations had actively and proactively implemented assigned tasks, achieving concrete results in strongly promoting the nuclear power plant construction project. Specifically, institutional development was largely completed; some land clearance and personnel training work was underway.

In particular, after many rounds of negotiations, a basic agreement was reached with the Russian side on the entire draft agreement for cooperation in the construction of the Ninh Thuan 1 Nuclear Power Plant. Accordingly, the delegates exchanged and agreed on important contents to prepare reports and submissions for approval by competent authorities.

Concluding the meeting, Prime Minister Pham Minh Chinh welcomed and highly appreciated the ministries, sectors, and agencies for closely following the policies and directives of competent authorities and actively implementing tasks, including basically completing negotiations with the Russian partner on the construction of the Ninh Thuan 1 Nuclear Power Plant.

Finalize the draft cooperation agreement for submission to relevant authorities.

Emphasizing that the construction of the nuclear power plant is a large-scale, strategic project with a century-long vision, the Prime Minister requested relevant ministries and agencies to finalize the draft reports and submissions of the Government Party Committee on the project.

Simultaneously, the draft agreement between Vietnam and Russia will be submitted, along with proposals and recommendations for consideration by competent authorities. In addition, draft resolutions and directives from relevant levels and agencies regarding the project will be developed.

The Prime Minister instructed that the content of reports and submissions should be concise yet comprehensive; focusing on clearly demonstrating the project implementation process; the negotiation status with partners and the results; and the basic contents that have been achieved in order to ensure the highest national and ethnic interests and attract high technology.

Prime Minister Pham Minh Chinh assigned Deputy Prime Minister Bui Thanh Son to take the lead; the Ministry of Industry and Trade, under the direct supervision of the Minister, will sign relevant documents, fully incorporate the opinions of the Standing Committee of the Government, coordinate with ministries, sectors, and agencies, and complete reports and drafts by January 27th for submission to competent authorities.
