Completion of the Project to establish Da Nang Free Trade Zone in December

The Ministry of Construction is assigned to preside over the development and submit to the Prime Minister for promulgation a Decision on piloting decentralization and procedures for approving partial adjustments to the general planning for functional areas and partial adjustments to the general planning for urban areas of Da Nang City. This task must be completed before October 15, 2024.

Guidance on priority regime in customs procedures for import and export goods of enterprises in Da Nang Free Trade Zone

The Decision clearly states that in December 2024, the People's Committee of Da Nang City will complete the development of the Project and dossier for the establishment of the Da Nang Free Trade Zone, and send it to the Ministry of Planning and Investment for appraisal to submit to the Prime Minister for issuance of the Decision on establishment. In the fourth quarter of 2024 - the first quarter of 2025, the Ministry of Planning and Investment will preside over the appraisal and submit to the Prime Minister for issuance of the Decision on the establishment of the Da Nang Free Trade Zone.

The People's Committee of Da Nang City prepares a draft dossier of the Prime Minister's Decision on adding the management function of the Da Nang Free Trade Zone to the Management Board of the Da Nang High-Tech Park and Industrial Zones, and sends it to the Ministry of Home Affairs for appraisal. In the fourth quarter of 2024, the Ministry of Home Affairs must complete this appraisal.

The Ministry of Finance shall preside over the issuance of documents regulating customs procedures; customs inspection and supervision of goods brought into and out of the Da Nang Free Trade Zone. At the same time, issue documents regulating and guiding the application of priority regimes in the implementation of customs procedures, customs inspection and supervision of exported and imported goods of enterprises in the Da Nang Free Trade Zone.

The Ministry of Industry and Trade is studying to authorize the Management Board of High-Tech Parks and Industrial Parks to issue Certificates of Origin for goods produced in functional areas of the Da Nang Free Trade Zone.

Ending the pilot operation of the Food Safety Management Board of Da Nang City

The decision assigns that in November 2024, the People's Committee of Da Nang City will prepare a draft document of the Prime Minister's Decision on terminating the pilot operation of the Da Nang City Food Safety Management Board and send it to the Ministry of Home Affairs for appraisal.

At the same time, also in November 2024, the Ministry of Home Affairs will preside over the appraisal of the draft Decision of the Prime Minister on terminating the pilot operation of the Food Safety Management Board of Da Nang city.
