In 2023, the entire Land Registration Office system has made great efforts to successfully complete the tasks assigned by the Department of Natural Resources and Environment and the Provincial People's Committee, making important contributions to stabilizing the economy , ensuring social security, implementing the province's development goals, and meeting the requirements of the natural resources and environment sector.
According to Director of the Land Registration Office Bach Truong Son, in the past year, the Office has completed 100% of the tasks assigned by the Department's Board of Directors, with no overdue tasks. The organizational structure of the Land Registration Office system and the Branch Offices of the Registration Offices in districts and cities has been basically completed.
Advise the Department of Natural Resources and Environment to submit to the Provincial People's Committee to issue the Internal Procedures for handling administrative procedures in the field of land and mapping. Accordingly, the Land Registration Office Branches have been delegated to sign Land Use Rights Certificates of households and individuals.
Complete the provincial land statistics task in 2022, send the acceptance documents to the Department of Natural Resources and Environment to ensure the correct time. Carrying out the land statistics task in 2023, the Branches of the Land Registration Offices of districts and cities have completed the appendices; collected the number of cadastral measurement extracts for recovery, change of purpose...; sent to the People's Committees at the commune level to conduct land statistics in 2023.
Revenue from service activities of the Land Registration Office and District and City Branches in 2023 increased by 17.2% compared to 2022. Completed the operation of electronic tax interconnection between the Land Registration Office Branches and District and City Tax Departments in 11/12 districts and cities.
At the same time, promoting administrative reform, 11/12 Branches of the Registration Office continue to update and operate land database on the VBDLis software system and transfer land records to the Provincial Land Registration Office for appraisal and signing of land use right certificates.
Since the beginning of the year, the Branches have updated over 40,000 records on the VBDLis software. In Muong La district alone, land change registration is being carried out on the VLIS 2.0 software system; at the same time, VNPT ILIS software is being tested.
Build and put into operation the website of the Land Registration Office, contributing to the digital transformation of the natural resources and environment sector. Deploy the application of electronic invoices at the Land Registration Office branches in districts and cities to ensure compliance with regulations and meet the requirements of the Tax authorities.
In 2023, the provincial Land Registration Office system received over 38,500 land registration dossiers from households and individuals.
The total number of records processed at the Branch of the Land Registration Office is over 26,500 records; the rate of timely processing of records is 99%. The total number of records submitted to the Provincial Land Registration Office is nearly 8,000 records; the rate of timely processing of records is 98.8%.
In addition, over 8,800 financial obligation determination files have been transferred to tax authorities. Of these, nearly 6,000 files were transferred electronically, accounting for 67.1%.
Land records and land database construction: Land database construction for 913,839 land plots; operating in land database: 421,556 land plots.
Successfully completed 9 signed commitments
In 2022, the Directors of the Land Registration Offices of 12 districts and cities signed a commitment with the Director of the Provincial Land Registration Office on strengthening the responsibility of the Branch Office Directors in land registration work with 9 commitment contents.
Up to now, the branches have regularly provided political and ideological education to cadres, civil servants and employees, strictly implementing Directive 26/CT-TTg dated September 5, 2016 of the Prime Minister on strengthening discipline and order in administrative agencies.
Uphold the spirit of serving the people; communicate openly, gently, kindly, modestly, and appropriately with the people. Do not be authoritarian, arrogant, demanding, bureaucratic, corrupt, or negative while performing duties; uphold the spirit of the Government serving the people and businesses.
100% of branches apply VBDlis software to handle administrative procedures, implement electronic tax linkage; write electronic Value Added Tax invoices, electronic fee and charge receipts.
The administrative procedure settlement at the Branches of districts and cities basically ensures the correct procedures and time as prescribed. The work of democracy, honesty, and internal solidarity within the Branches has been well implemented. 12/12 branches have transferred files from the branches to the Provincial Land Registration Office via VILIS and VBDlis software, reaching 100%...
Creating momentum for a breakthrough in 2024
Building on the achieved results, in 2024, the Son La Provincial Land Registration Office has identified 7 groups of key targets and tasks for implementation.
Accordingly, it will continue to consolidate the management positions of the Land Registration Office, specialized departments, and branches of districts and cities. Promulgate the price of surveying services; registration, issuance of land use right certificates, house ownership rights and other assets attached to land (excluding fees and charges) in the province towards 50% financial autonomy and organizational structure by 2024; increase service revenue by 200% compared to 2023.
Maintain the operation of the land database on VBDLIS and VILIS software. Implement well the reform of administrative procedures in the field of land registration, complete 100% of organizational records in advance and on time; strive to minimize the rate of records with delayed administrative procedure settlement time for households and individuals...
To complete the above objectives, the Land Registration Office has developed 5 groups of implementation solutions including: Group of solutions on organizational structure, staff organization; financial work; inspection work; training work; professional and technical work.
Continue to focus on advising the Department's Board of Directors to perfect the apparatus of the Land Registration Office Branch system. Regularly disseminate and inspect the implementation of the Code of Conduct for officials and employees in the natural resources and environment sector; Code of conduct in the workplace; and the implementation of professional ethics regulations in the performance of official duties in the Land Registration Office system.
Strengthen planned and unscheduled inspections of branches regarding administrative procedure settlement, compliance with legal regulations and instructions of the Department of Natural Resources and Environment in land registration.
Strengthening training and professional development for officials working in the field of granting land use right certificates; providing guidance on professional skills and techniques for appraising records on the VBDLis software system for officials of the Land Registration Office Branch.
Issue a Quality Handbook for implementing business processes in land registration and secured transactions. Connect the electronic one-stop shop and the national public service portal with VBDLIS software, contributing to improving the effectiveness of land administrative reform.

12 Branches of the Registration Office continue to strengthen the management and use of civil servants and employees; review and assign tasks to civil servants and employees to ensure compliance with the assigned structure and job position plan.
Enhancing the sense of responsibility of civil servants in performing their duties and linking the results of handling administrative procedures is one of the criteria for annual assessment and classification of civil servants.
