Three months after the Politburo’s Resolution 68 was issued, the most obvious impact has been a positive change in the thinking of the entire society. According to the Ministry of Finance , the entrepreneurial spirit has been strongly aroused, helping businesses feel encouraged and listened to.
This transformation is reflected in record numbers. June 2025 marked a historic milestone with more than 24,400 newly established enterprises, an increase of 60.5% over the same period in 2024. In the first 7 months of the year, the country had nearly 536,200 newly established business households, an increase of 165% over the same period.

At the meeting, representatives of enterprises made many recommendations. Chairman ofFPT Group, Mr. Truong Gia Binh, emphasized the need to create public-private partnerships at all three levels: national, provincial and communal to promote the strength of the entire people. He proposed: "The national level should discuss the North-South high-speed railway and quickly put it into practice."
Meanwhile, Chairman of the Vietnam Association of Small and Medium Enterprises, Mr. Nguyen Van Than, proposed the need to control land prices. He said: "If real estate prices continue to increase as they are now, people will not be able to buy houses and land."
In addition to the positive results, Prime Minister Pham Minh Chinh also frankly pointed out the shortcomings. The survey showed that businesses are still skeptical about the effectiveness and spread of the policy. The situation of "hot above, cold below" still exists, many officials have not yet fully grasped the spirit of the Resolution.
To address these issues, Prime Minister Pham Minh Chinh has directed key tasks. The Prime Minister requested to continue removing institutional bottlenecks so that businesses can easily access resources. The Government Office was assigned to develop a roadmap to reduce administrative procedures, while promoting decentralization and delegation of power to localities.
For localities, the Prime Minister requested that they complete planning and publicly call for investors in an equal and transparent manner. The Ministry of Finance was assigned to develop a group of policies to support small and medium-sized enterprises in terms of infrastructure, taxes, fees and charges.
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized the need to implement the work in a practical and drastic manner. The Prime Minister called for: "We must create momentum, trust, create a movement, and mobilize the participation of people and businesses". The Prime Minister hopes that relevant entities will promote the spirit of "the whole country is an army" and successfully implement Resolution 68 of the Politburo.
