The total number of public land plots in the province is currently 8,132 plots (including land plots, land areas, river sections, canals, and channels) with an area of 93,648,600m2 ⁽ equivalent to 9,364.86ha). Public land managed by the People's Committees at the commune and district levels in the province is 4,026 plots/area of 2,344ha. Public land managed by the Land Fund Development Center (Center) is assigned by the Provincial People's Committee to manage 50 plots/255.79ha. Public land managed by the Economic Zone Management Board in Dinh An Economic Zone is 69 plots/998.4ha (of which, 49 plots/375.9ha have been allocated and leased; 20 plots/622.5ha are currently being managed). The management of surplus land after recovery (cross-border land) in the province has 181 plots/10.82ha...

Comrade Tran Van Hung, Director of the Department of Natural Resources and Environment, informed about the situation of public land management in the province.

At the meeting, Mr. Tran Van Hung, Director of the Department of Natural Resources and Environment, said: Currently, the reporting system on the management, exploitation and handling of encroached public land in each locality is still slow and limited.

In the coming time, it is necessary to strengthen the steering committee; include it in the periodic inspection plan. Direct the People's Committees at the commune level to strictly manage land plots that have been banned from marking, strictly handle cases of irresponsibility for re-encroachment, loss of boundary posts but not handled promptly; ensure compliance with the provisions in Decision No. 13/2020/QD-UBND, dated June 22, 2020 of the Provincial People's Committee on organizing public posting of public land plots (Clause 4, Article 24). It is necessary to check and verify in advance the origin of the land, land type, land with or without architectural works... before giving opinions for handling.

Comrade Nguyen Hoang Khai, Provincial Party Committee member, Secretary of Cau Ke District Party Committee, reflected on the fact that people have been using public land for a long time, making it difficult to sell and auction land according to regulations.

Chau Thanh district currently has more than 120 plots that need to be resolved, so the district will focus on resolving easy cases first. In terms of technical expertise, the workload is too large, while the commune's cadastral force has only 1 person, it will be difficult to carry out, and support from specialized sectors is needed...

Comrade Kim Ngoc Thai, Standing Deputy Secretary of the Provincial Party Committee, directed: By September 2024, localities must complete the declaration and reporting on the situation of handling encroachment on public land, as a basis for inclusion in the 2025 district-level land use plan in Tra Vinh province; establish and adjust the Land Use Plan to 2030.

Pay attention to how to handle each case; the instructions, decrees of the Government, decisions of the Provincial People's Committee regulating land handling, localities and professional staff need to grasp carefully to apply. Reports, proposals and recommendations of localities are still slow; the determination of the secretaries, district chairmen and professional staff must proactively grasp each case in a timely manner and report progress monthly.

Establish a special task force to respond quickly to advise and help localities resolve difficulties in handling land encroachment cases. Implement each case on a rolling basis, and report on the results of specific workloads...
