Deputy Minister of Education and Training Nguyen Van Phuc chaired the meeting.

In his opening speech, Deputy Minister Nguyen Van Phuc said: “For Project 06 on developing learning materials and a digital popular education platform, the Ministry of Education and Training was assigned to develop training programs for four groups of people: students; employees in enterprises; civil servants, public employees and citizens.

Up to now, the Ministry has issued a program and coordinated with units, universities and colleges to develop documents and learning materials. These documents and learning materials, once completed, will be posted on an online platform so that these four groups of subjects can study for free.

Therefore, in this meeting, we want to listen to units and schools about the process of building learning materials, advantages and difficulties to coordinate well.

At the meeting, Mr. Duong Thang Long, Vice Principal of Hanoi Open University said: “To build the program in time, we encourage teachers assigned to develop learning materials - to work day and night. We propose a connection in the operation process to be able to monitor the number of people accessing and evaluate the effectiveness of learners when using documents and learning materials.

In addition to the documents we create being updated on the Digital Popular Education learning platform, documents and learning materials are also updated on the common LMS system (online teaching) and the school's digital learning materials warehouse to serve training, students, and lecturers in research.

Mr. Huynh Van Son - Principal of Ho Chi Minh City University of Education proposed: To continue and effectively exploit data, it is necessary to consider a connection system or have a transfer mechanism. The entire course transfer mechanism must include testing, evaluation and recognition of learning outcomes. Thereby, schools can ensure their own facilities and online systems.

In addition, to truly realize the Digital Universal Education Program, the Ministry of Education and Training must calculate and have written regulations, instructions and assign responsibility to schools to evaluate and organize exams to recognize results for learners if they meet the requirements.

In addition to focusing on building documents and learning materials for students, we also need to pay attention to preschool children, who can access digital learning materials from the age of 4.

Concluding the meeting, Deputy Minister Nguyen Van Phuc commended the schools and units for actively developing the program. At the same time, he requested that the units and schools urgently complete the development of digital documents and learning materials to promote them to the Digital Popular Education platform to serve the learning and research work of learners.
