Senior Lieutenant Linh Minh Dong was born in 1994, his hometown is Cai Kinh commune, Huu Lung district. In September 2023, he was assigned to work at Huu Lung town police station and held the position of Deputy Chief of town police station. Previously, he worked at Huu Lung district police station and Thien Tan commune police station, Huu Lung district. As a young officer, he is always active and enthusiastic in all aspects of work and youth union movements at the grassroots level, and always shows a spirit of learning and studying to improve his professional qualifications and perform well the assigned tasks.

Senior Lieutenant Linh Minh Dong shared: I always remember the six things Uncle Ho taught the People's Public Security and actively responded to the topics of studying and following Ho Chi Minh's ideology, morality, and style, the campaign "Building the style of the People's Public Security, bravery, humanity for serving the people", considering it as the guideline for all actions, a measure of training and maturity in the character and style of a People's Public Security soldier. At work, he is always exemplary and dedicated according to the motto "Do all the work, not all the time"; carefully studies and concretizes documents to advise the unit's leaders to effectively deploy all aspects of work; is ready to receive and complete all assigned tasks, contributing to ensuring security and order in the area, protecting the peaceful life of the people.

Huu Lung Town is the central area of Huu Lung District with over 16,580 people living in 16 residential areas; there are more than 160 agencies, businesses, schools and many boarding houses.

To ensure security and order, Senior Lieutenant Linh Minh Dong has focused on researching and developing programs and plans for each area and field of work, promoting youth strength to work with the unit to perform its tasks well. In particular, in 2023, he advised the Steering Committee 138 of the town to establish and deploy the model of "Safe and civilized boarding houses" in the movement of the whole people to protect national security. From the model, up to now, 48/48 boarding houses in the town have installed security cameras; 100% of boarding houses have a board of living regulations, fire prevention and fighting regulations, and a hotline number of the town police to contact when needed to report crimes.

From 2023 to present, through information provided by landlords and tenants and from the security camera data system, the town police have solved 3 cases of property theft, 5 cases of fighting causing injuries, and 2 cases of illegal possession of drugs. The model has contributed to reducing crime, maintaining stability in the security and order situation in the area, creating a safe living environment, helping people feel secure in living, studying, and working.

In the fight against crime, identifying drug abuse as the source of many types of crimes, he personally advised and chaired the development of many programs and plans to fight and resolutely suppress drug-related crimes, and strongly implemented the work of general screening of drug addicts, suspected drug addicts, and suspected illegal drug users... in the area. From 2024 to present, Huu Lung Town Police have chaired and coordinated to arrest 5 cases, 5 subjects illegally possessing drugs, and 2 cases of organizing illegal drug use.

On March 26, 2025, he was one of the advanced young people following Uncle Ho's teachings in the period of 2023 - 2025, commended and rewarded by the Provincial Police for his efforts and dedication in work, combat and Youth Union activities. In 2023, Huu Lung Town Police achieved the title of "Determined to Win Unit"; in 2024, he was awarded the Excellent Emulation Flag of the Government .
