The Ministry of Education and Training (MOET) has just issued Official Dispatch No. 4567 on guidelines for organizing 2-session teaching/day at the general education level.
Primary schools will implement it simultaneously, while secondary and high schools will implement it according to a roadmap, first with schools that have adequate facilities.
The Ministry stipulates that the first session will be devoted to teaching the general education program. The second session will be organized to consolidate activities for students to complete their learning content and develop comprehensively in morality, intelligence, physical fitness and aesthetics.
These activities are described as including: education on culture, arts, STEM, reading culture, school culture, career counseling, volunteer activities, life skills, financial education, knowledge of traffic safety and order, digital skills, artificial intelligence (AI), foreign languages, sports , activities to learn about nature, society, culture, history, local traditions and other educational content according to regulations, meeting the needs, interests, and talents of students...

At the secondary school level, the second session of educational activities needs to combine classroom learning with educational activities outside the classroom and outside of school.
For high school level in particular, it is necessary to coordinate with universities, research institutions, vocational training institutions, businesses, organizations and individuals to participate in appropriate educational activities.
In terms of duration, primary school students study at least 9 sessions/week, no more than 7 periods per day, 35 minutes per period. Middle school and high school students study at least 5 days and maximum 11 sessions/week, no more than 7 periods per day, 45 minutes per period.
Besides the purpose of comprehensive development for students, studying 2 sessions/day also aims to improve the quality of regular study hours; overcome the situation of illegal extra teaching and learning.
To ensure the smooth implementation of 2-session/day learning, the Ministry requires ensuring sufficient quantity and structure of teachers for each level, subject and educational activities, and staff according to current regulations.
In case of local teacher shortage, the locality needs to arrange and regulate teachers among educational institutions in the area to teach 2 sessions/day.
In addition, it is necessary to mobilize groups of specialized human resources, artisans, artists, and professional athletes to participate in organizing educational activities in schools.
Regarding the issue of facilities and implementation costs, the Ministry proposed a solution to use surplus facilities due to the arrangement of administrative units to supplement the education sector to ensure classrooms, playgrounds, and training grounds to organize teaching 2 sessions/day.
Besides, in addition to the state budget, localities need to promote socialization, encourage and create conditions for organizations and individuals to contribute and invest resources for education according to the provisions of law.
Studying 2 sessions/day from the 2025-2026 school year aims to concretize Directive 17 of the Prime Minister.
Directive 17 defines the goal of teaching 2 sessions/day as improving the quality of comprehensive education in ethics - intelligence - physical fitness - aesthetics, building a healthy, safe and beneficial educational environment, meeting the requirements of the new general education program.
This is also a requirement of the 2018 General Education Program.
