As part of the working program in Laos, this afternoon, March 20, in Kaysone Phomvihane City, Savannakhet Province (Laos), a high-level meeting and signing of a cooperation memorandum between Quang Tri and Savannakhet provinces took place.

Promoting each side's potential and strengths for effective cooperation
At the meeting, Secretary of the Provincial Party Committee, Governor of Savannakhet Province Bun-chom U-bon-pa-xot informed that Savannakhet is a large province with great potential for developing agriculture, forestry, transportation services, tourism along the East-West Economic Corridor and mineral exploitation. Therefore, the province has researched and built a strategic vision and development plan with many key projects to create conditions and opportunities for socio-economic development.

Regarding the results of the implementation of the cooperation agreement between the two provinces for the period 2023 - 2025, Secretary of the Provincial Party Committee and Governor of Savannakhet Province Bun-chom U-bon-pa-xot highly appreciated the cooperative, friendly, supportive and companionship relationship of Quang Tri province.
In recent times, the two sides have strengthened political relations, created conditions for departments, branches and localities to meet and exchange experiences; organized annual border talks; Savannakhet province has completed the construction of social security works in Nong and Se Pon districts from the support of 6 billion VND in the 2020-2022 period of Quang Tri province; received 30 college-level scholarships in various fields of Quang Tri province to train human resources for Savannakhet province.

Speaking at the meeting, Provincial Party Secretary Le Quang Tung emphasized that over the past time, the special friendship and solidarity between Vietnam and Laos in general and Quang Tri and Savannakhet provinces in particular have been constantly strengthened and developed.
The two localities have promoted cooperation in many fields of politics, economics, culture, society, education, national defense - security and foreign affairs in an increasingly deeper and more substantial direction, achieving many important achievements. A specific proof is that recently, the two provinces actively coordinated to successfully organize the Workshop on the Lao Bao - Densavan Joint Cross-Border Economic and Trade Zone with many contents agreed upon for implementation in the soonest time.
In recent times, based on the signed agreements, the Party Committees and authorities of the two provinces have led, directed, and created favorable conditions for agencies, departments, branches, localities, enterprises, and people in the border areas of the two provinces to promote border economic-trade cooperation, investment in production and business, mutual support in economic development, training of cadres, maintaining national defense and security, and protecting the border.
Excited and pleased with the achievements of innovation that the Party Committee, government and people of all ethnic groups in Savannakhet province have achieved in recent times, Provincial Party Secretary Le Quang Tung hopes that in the coming time, the two provinces will continue to promote the special friendship and comprehensive cooperation on the basis of the potential and advantages of each side.
Unify cooperation contents in a practical and effective manner
To strengthen the cooperative relationship, at the talks, on the basis of signed agreements for the 2023-2025 period, many contents were discussed and exchanged by delegates from the two provinces to reach an agreement for implementation.
In particular, Quang Tri province requested Savannakhet province to continue to coordinate and promptly complete documents and procedures to submit to the levels and governments of each side to soon approve the general agreement on the Cross-Border Economic and Trade Zone; propose and recommend that the Lao Government have policies to create favorable conditions and decentralize to villages and districts the issuance of marital status certificates for Lao citizens to ensure procedures when marrying Vietnamese citizens to limit the situation of unregistered marriages occurring in border areas.
Regarding the management of border marker 585 that was displaced due to floods, Quang Tri province requested Savannakhet province to direct agencies to urgently report to the Lao Government for early restoration plans.

Provincial Party Secretary Le Quang Tung informed that Quang Tri province is currently promoting cooperation and coordination with Lao border provinces, including Savannakhet province, to perfect mechanisms and build infrastructure to promote cooperation, especially in trading goods and transporting minerals from Laos to Vietnam through Quang Tri.
Therefore, it is recommended that Savannakhet province consider, research, survey, expand and upgrade the route from Kaleum coal mine (Sekong province) to Ta Oi district (Salavan province) to connect with the traffic route through Nong district to Ban Dong, Se Pon district (Savannakhet province) to Lao Bao town, Huong Hoa district (Quang Tri province) to facilitate travel and transportation of coal.
In addition, we hope that Savannakhet province will pay attention, support and create conditions to simplify procedures for trucks without goods when passing through the area to transport goods to Vietnam.

At the meeting, leaders of Quang Tri and Savannakhet provinces agreed to sign a cooperation memorandum with 10 contents.
In particular, the two sides highly appreciated the results of the workshop on March 15, 2024 in Lao Bao town (Quang Tri province), so that the two provinces can soon complete and supplement the draft to have a basis for implementing the next tasks, striving to put the Lao Bao - Densavan cross-border economic and trade zone into operation in 2025.
Agreed to recommend that the two governments pay attention to and invest in expanding and upgrading the road from Dong village (Savannakhet province) to Ta Oi (Salavan province) to promote trade of goods; Quang Tri directed relevant agencies to support Savannakhet province in poverty reduction for people in border areas, especially Chieng Tup area, Se Pon district, and at the same time proposed that central ministries and branches on the Vietnamese side open the A Rong - Xa Dun customs clearance to facilitate the AMI Savannakhet wind power project to transport goods and equipment.
On this occasion, Provincial Party Secretary Le Quang Tung, on behalf of the Party Committee, government and people of Quang Tri province, presented 150 million VND to the government and people of Lao ethnic groups in Savannakhet province.
