Meeting of the Steering Committee for the Implementation of Key Projects of the Province

On the morning of November 23rd, Comrade Ngo Dong Hai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Steering Committee for the implementation of key projects in the province, chaired a conference to launch the implementation of several key projects in the province.

Attending the conference were: Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Deputy Head of the Steering Committee; Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Deputy Head of the Steering Committee; members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Committee; and representatives from departments, agencies, and localities.

The Steering Committee heard a report from the Department of Planning and Investment on the Steering Committee's operational plan; and a report on the progress of the implementation of the Thai Binh LNG thermal power plant project in Thai Thuy district, the residential housing development project in Dong Hoa commune (Thai Binh city), and the new urban housing development project in Tan Binh commune and Tien Phong ward (Thai Binh city).

Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivered a speech at the conference.

Regarding the Thai Binh LNG thermal power plant project in Thai Thuy district, the current implementation includes tasks related to the 1/2,000 scale zoning plan for the integrated industrial complex supporting the gas and electricity sector and the Thai Binh LNG power-gas center; the planning of the offshore port (floating storage) in the Tra Ly wharf area - Thai Binh seaport; updating the Thai Binh Provincial Planning for the period 2021-2030, with a vision to 2050; the land use planning to 2030 and the land use plan for the period 2021-2025… Simultaneously, guidance and procedures for project investment are being handled. Currently, the project implementation is facing some difficulties and obstacles related to the detailed planning of the group of seaports, wharves, jetties, mooring buoys, water areas, and water zones for the period 2021-2030, with a vision to 2050; There is no unified document regarding the content of the 1/2,000 scale zoning plan for the Thai Binh Power and Gas Supporting Industrial Complex and LNG Power and Gas Center by the Ministry of Construction ; and the Prime Minister has not yet added land use planning targets until 2030 and the land use plan for the period 2021-2025.

Regarding the residential housing development project in Dong Hoa commune (Thai Binh city) and the new urban housing development project in Tan Binh commune and Tien Phong ward (Thai Binh city), the construction planning has been approved, the investment policy has been approved, the investor has been selected, and the procedures for converting rice land use to implement the investment project have been submitted to the Ministry of Natural Resources and Environment . Currently, Thai Binh city is carrying out work related to compensation, land clearance support, and resettlement; relevant departments and agencies are preparing, appraising, and approving environmental impact assessment reports, feasibility studies, and construction drawings.

The head of the Department of Planning and Investment delivered a speech at the conference.

The leaders of Thai Binh city delivered speeches at the conference.

The delegates focused their discussions on clarifying the causes of difficulties and obstacles affecting the progress of key projects and proposed several solutions and recommendations to the Steering Committee, central ministries and agencies, and relevant departments and localities to address existing problems and contribute to accelerating the progress of each project.

Concluding the conference, Comrade Ngo Dong Hai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Steering Committee, emphasized the important significance of the projects in the breakthrough of socio-economic development and the implementation of social welfare policies of the province in the short and long term. Regarding the difficulties and obstacles of the Thai Binh LNG thermal power plant project in Thai Thuy district related to planning and approval by the Ministry of Construction and the Prime Minister, the Secretary of the Provincial Party Committee requested that all levels and sectors focus decisively and proactively on resolving the obstacles within their authority and responsibility, promptly advising and reporting to the Steering Committee to take measures to urge and handle the issues to ensure the project's progress.

Regarding housing development projects in Thai Binh city, the Provincial Party Secretary requested that Thai Binh city focus on accelerating project implementation; in particular, proactively developing plans and procedures related to compensation and land clearance support based on ensuring the rights and interests of the people and complying with legal regulations, especially regarding the power grid infrastructure within the project's scope.

Based on proposals from various levels, departments, and agencies, the Provincial Party Secretary and Head of the Steering Committee affirmed that the Steering Committee will study and consider a specific mechanism for a number of key projects currently underway to ensure that the set requirements and objectives are met in terms of both quality and progress.
