Over 5 million delegates attended the National Conference to understand and implement the Resolution of the 11th Plenum of the 13th Central Committee of the Communist Party of Vietnam.

On the morning of April 16th, the Politburo and the Secretariat of the Central Committee of the Communist Party of Vietnam organized a national conference to disseminate and implement the Resolution of the 11th Plenum of the 13th Central Committee of the Communist Party of Vietnam. The conference was held in a hybrid format, combining in-person and online participation at 21,000 locations nationwide, with over 1.5 million delegates in attendance.

Attending the conference at the Dien Hong venue (National Assembly Building, Hanoi ) were General Secretary To Lam; Politburo members: President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; Standing Member of the Secretariat Tran Cam Tu; and other Politburo members, Secretariat members, and Central Committee members; as well as leaders of central committees, ministries, branches, and mass organizations. Former Party and State leaders attended the conference at the Ho Chi Minh City venue and other provinces and cities.

Attending the conference at the headquarters of the Thai Binh Provincial Party Committee and People's Committee were: Mr. Nguyen Khac Than, Secretary of the Provincial Party Committee; Mr. Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Mr. Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and other members of the Provincial Party Standing Committee; former members of the Provincial Party Standing Committee; leaders of the Provincial People's Council and People's Committee; the Provincial National Assembly Delegation; and leaders of provincial departments, agencies, and organizations. In addition, the conference was connected to 367 locations throughout the province, with over 31,200 delegates, including officials and Party members, in attendance.

At the conference, delegates heard presentations on three topics. Specifically, Comrade Pham Minh Chinh, Member of the Political Bureau and Prime Minister, presented and explained Topic 1 concerning the draft documents to be submitted to the 14th National Congress of the Party: “New points in the summary of some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years; new points in the Draft Report summarizing Party building work and the implementation of the Party Charter to be submitted to the 14th National Congress of the Party; new points in the Draft Political Report to be submitted to the 14th National Congress of the Party; and new points in the draft report on the 5-year implementation of the 10-year socio-economic development strategy 2021-2030, and the direction and tasks for socio-economic development in the 5 years 2026-2030.”

Comrade Tran Thanh Man, Member of the Political Bureau and Chairman of the National Assembly, delivered a presentation on Topic 2 concerning the amendment of the Constitution and laws; and the direction for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term.

Comrade Le Minh Hung, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Head of the Central Organization Department, delivered a presentation on Topic 3, concerning the continued streamlining of the organizational apparatus for greater efficiency, effectiveness, and efficiency; the amendment and supplementation of regulations implementing the Party Charter; Directive No. 45-CT/TW, dated April 14, 2025, of the 13th Political Bureau on Party congresses at all levels leading up to the 14th National Congress of the Party; and the implementation plan.

Through this conference, Party committees, government agencies, the Fatherland Front, political and social organizations, cadres, and Party members will gain a firm grasp of the core contents, new points, and key priorities of the Resolution of the 11th Plenum of the 13th Central Committee of the Communist Party of Vietnam. Based on this, Party committees, Party organizations, localities, agencies, and units will continue to thoroughly understand, disseminate, and implement the contents of the Resolution of the 11th Plenum of the 13th Central Committee of the Communist Party of Vietnam in their respective localities, agencies, and units, ensuring systematic and scientific implementation, creating unity within the Party and consensus among the people.
