On the afternoon of August 6, the Steering Committee of the Provincial People's Committee on science and technology development, innovation, digital transformation and Project 06 met to evaluate the results of task implementation in the first 7 months of the year, and directions and tasks for the last months of 2025.

Attending the meeting were Comrade Dao Hong Van, Member of the Provincial Party Standing Committee, Head of the Provincial National Assembly Delegation, Director of the Department of Internal Affairs, and Deputy Head of the Provincial People's Committee's Steering Committee; members of the Provincial People's Committee's Steering Committee; and leaders of provincial departments and agencies.

In the first seven months of the year, implementing the directives from the Central Government and the province on promoting the development of science and technology, innovation, digital transformation, and the implementation of Project 06 and administrative reform, the Provincial Steering Committee, in coordination with departments, agencies, and localities, actively implemented and achieved several outstanding results. The management and implementation of science and technology tasks were carried out synchronously and on schedule, with 58 ongoing projects and 38 newly approved projects. The province has focused on promoting innovation and entrepreneurship, organizing training courses, conferences, and workshops to raise awareness and skills in innovation. In the field of digital transformation, the province continues to maintain and operate stable shared platforms such as the Public Service Portal, the electronic one-stop information system, the Intelligent Operations Center (IOC), and the LGSP data integration and sharing platform. The rate of online public services at levels 3 and 4 reached 100%, and the rate of online applications exceeded 83%. Digital infrastructure has received significant investment, with dedicated networks and document management software systems, as well as official email systems, deployed synchronously from the provincial level to the grassroots. The digital economy is developing strongly, with over 80% of businesses having websites, the cashless payment rate reaching 80%, and the digital economy accounting for approximately 7.5% of GRDP. Priority sectors such as education, healthcare, transportation, and agriculture are increasingly applying digital technology.

Cybersecurity is a priority, with the deployment of malware prevention and control systems, centralized monitoring, and information security level assessment for hundreds of systems. Regarding the implementation of Project 06, the province has so far implemented 37 tasks and is currently implementing 23 more. The connection and sharing of population data with specialized data is being carried out synchronously and on schedule according to the guidance of central agencies.

Comrade Pham Van Nghiem, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial People's Committee's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06, spoke at the meeting. Comrade Dao Hong Van, Member of the Provincial Party Standing Committee, Head of the Provincial National Assembly Delegation, Director of the Department of Internal Affairs, and Deputy Head of the Provincial People's Committee's Steering Committee, also spoke at the meeting.

Delegates focused on discussing, analyzing, and evaluating the implementation of science, technology, innovation, digital transformation, administrative reform, and Project 06 over the past period; and proposed several tasks and solutions to overcome difficulties and obstacles in the future. Speaking at the meeting, Vice Chairman of the Provincial People's Committee Pham Van Nghiem requested that members of the Steering Committee and relevant departments and agencies continue to review tasks according to the directives of the Central Government and the province, and based on their respective functions and responsibilities, advise the province on solutions to create breakthroughs in the development of science and technology, innovation, and digital transformation as planned. Task assignments should follow the principle of clear responsibilities, clear tasks, clear timelines, clear accountability, clear deliverables, and clear authority; and strictly adhere to information and reporting regulations. The Vice Chairman of the Provincial People's Committee advised on the issuance of mechanisms and policies to create breakthroughs in the development of science, technology, innovation, and national digital transformation in the province. He also assigned tasks to relevant departments and agencies; including requesting that agencies and units continue to effectively disseminate the content of Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation; Resolution No. 71/NQ-CP dated April 1, 2025, of the Government amending, supplementing, and updating the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo; and to ensure that the study, understanding, and implementation are carried out among officials, Party members, and the people through various appropriate forms.

Previously, the Provincial People's Committee announced the Decision to establish the Provincial Steering Committee on the development of science, technology, innovation, digital transformation and Project 06.
