Speed ​​up the implementation of tasks of science and technology development, innovation, digital transformation and Project 06

On the afternoon of August 6, the Steering Committee of the Provincial People's Committee on science and technology development, innovation, digital transformation and Project 06 met to evaluate the results of implementing tasks in the first 7 months of the year, and directions and tasks for the last months of 2025.

In the first 7 months of the year, implementing the directives of the Central and the province on promoting the development of science and technology, innovation, digital transformation, implementing Project 06, administrative reform, the Provincial Steering Committee coordinated with departments, branches and localities to actively deploy and achieve some outstanding results. The management and implementation of science and technology tasks were carried out synchronously and on schedule with 58 topics and transitional projects and 38 newly approved topics and projects. The province has paid attention to promoting innovation and start-ups, organizing training courses, conferences and seminars to raise awareness and innovation skills. In the field of digital transformation, the province continues to maintain and stably operate shared platforms such as the Public Service Portal, the electronic one-stop information system, the Smart Operation Monitoring Center (IOC), the LGSP data sharing integration platform... The rate of online public services at levels 3 and 4 reaches 100%, the rate of online records reaches over 83%. Digital infrastructure is invested in, specialized network connection, document management software system, and official email are deployed synchronously from the province to the grassroots. The digital economy is developing strongly with over 80% of enterprises having websites, the rate of non-cash payments reaching 80%, the digital economy accounts for about 7.5% of GRDP. Priority areas such as education, health, transportation, agriculture... are increasingly applying digital technology.

The work of ensuring network safety and security is focused on deploying a system to prevent and combat malware, centralized monitoring, and assessing the information security level for hundreds of systems. Regarding the implementation of Project 06, the province has so far deployed 37 tasks, and is implementing 23 tasks. The connection and sharing of population data with specialized data is carried out synchronously and on schedule according to the instructions of the Central agency.

Comrade Dao Hong Van, Member of the Provincial Party Standing Committee, Head of the Provincial National Assembly Delegation, Director of the Department of Home Affairs, Deputy Head of the Provincial Steering Committee spoke at the meeting.

Delegates focused on discussing, analyzing, and evaluating the implementation of science, technology, innovation, digital transformation, administrative reform, and Project 06 activities in the past time; proposing a number of tasks and solutions to overcome and remove difficulties and obstacles in the coming time. Speaking at the meeting, Vice Chairman of the Provincial People's Committee Pham Van Nghiem requested members of the Steering Committee, relevant departments and branches to continue reviewing tasks under the direction of the Central Government and the province and based on the functions, tasks of the sector and field in charge, advise the province on solutions to create breakthroughs in science and technology development, innovation, and digital transformation according to the set plan. Assign tasks according to the motto of clear people, clear work, clear time, clear responsibility, clear products, clear authority; strictly implement information and reporting work according to regulations; advising on the issuance of mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation in the province. The Vice Chairman of the Provincial People's Committee also assigned tasks to relevant departments and branches; in which he requested agencies and units to continue to widely disseminate the contents of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation; Resolution No. 71/NQ-CP dated April 1, 2025 of the Government amending, supplementing and updating the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo; studying, disseminating and implementing to cadres, party members and people in many appropriate forms.

Previously, the Provincial People's Committee announced the Decision to establish the Provincial People's Committee's Steering Committee on science and technology development, innovation, digital transformation and Project 06./.
