( Bqp.vn ) - On the afternoon of June 21, in Hanoi, the Ministry of National Defense held a conference of the Drafting Committee to develop the Draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army (VPA). General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, Head of the Drafting Committee chaired the conference.

Attending the conference were Senior Lieutenant General Trinh Van Quyet, member of the Party Central Committee, member of the Standing Committee of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army, Deputy Head of the Standing Committee; Senior Lieutenant General Nguyen Tan Cuong, member of the Party Central Committee, member of the Standing Committee of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense, Deputy Head of the Drafting Committee; members of the Drafting Committee, members of the Editorial Team; leaders and commanders of a number of agencies and units in the entire army.
At the conference, Major General Han Manh Thang, Director of the Department of Legal Affairs of the Ministry of National Defense, announced the decision to establish the Drafting Committee of the Law Project amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army. Lieutenant General Do Xuan Tung, Director of the Department of Personnel, on behalf of the Drafting Committee, reported a summary of the initial results of the implementation of the Drafting Committee of the Law Project amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army. Members of the Drafting Committee gave their opinions to clarify the content and scope of the amendment and supplement of a number of articles of the Law on Officers of the Vietnam People's Army and the detailed regulations and implementation instructions; and the draft Plan for assigning research and drafting of the Law Project and sub-law documents.

Speaking at the conference, General Phan Van Giang highly appreciated the sense of responsibility of the members of the Drafting Committee who, in a short time, carefully and fully prepared documents and papers to serve the construction of the Law project. General Phan Van Giang emphasized that, in terms of viewpoints and principles for amending and supplementing the Law on Officers of the Vietnam People's Army, it is necessary to closely follow the Party's guidelines and policies and the State's policies on building the Vietnam People's Army to draft the Law on the basis of inheriting reasonable and appropriate contents; only amending and supplementing problematic and inadequate contents; the amendment and supplement must ensure the quality, position and prestige of military officers, especially general officers; balance between agencies and units in the entire army; at the same time, ensure the constitutionality, legality, unity and synchronization with current legal documents and suitability with the actual conditions of personnel work in the Army.

General Phan Van Giang requested the Standing Office of the Drafting Committee to fully and thoroughly absorb the opinions expressed at the conference and the written opinions of the members of the Drafting Committee; study, revise, and adjust the drafting program and plan, ensuring the construction of a quality Law Project, completing each work content according to plan. During the implementation process, if any problems arise, promptly report and propose solutions for the Head of the Drafting Committee to consider and decide.

According to the report, immediately after the conclusion of the Minister of National Defense at the Conference of Heads of the Ministry of National Defense giving opinions on the content of the summary of the Law on Officers of the Vietnam People's Army on June 3, 2024, the Department of Legal Affairs of the Ministry of National Defense and the Department of Personnel (General Department of Politics) proactively coordinated to submit to the Head of the Ministry of National Defense for signature the Summary Report on the implementation of the Law on Officers of the Vietnam People's Army, the decision to establish the Drafting Committee, the Editorial Team; the Regulations on the operation of the Drafting Committee, the Editorial Team; the Plan for drafting the Draft Law on Officers of the Vietnam People's Army. Conduct a review of the entire content of the current Law on Officers of the Vietnam People's Army; propose amendments to a number of articles of the Law on Officers of the Vietnam People's Army; draft a Plan for assigning research and drafting the Draft Law on Officers of the Vietnam People's Army and detailed regulations and implementation instructions; send for comments and synthesize and absorb the comments of relevant ministries and branches; Complete the dossier to propose the drafting of the Law, report to the Head of the Ministry of National Defense to request the Ministry of Justice to appraise. Based on the summary of the Law on Officers of the Vietnam People's Army and the recommendations and proposals of agencies and units, it is expected to propose to amend and supplement 10 articles of the Law, including: On basic positions and equivalent positions and titles of officers (Article 11); On the age of service in the army of officers (Article 13); On the highest military rank for officer positions (Article 15); On shortening the period for consideration of promotion to the rank of lieutenant (Article 17); On supplementing regulations on early salary increase (Article 18); On salaries, allowances, housing, land and working conditions for officers in the army (Article 31); On the age of service of reserve officers (Article 38); On appointment to positions, conferment and promotion of reserve officer ranks (Article 41); Regarding the responsibilities of ministries, branches and local authorities in organizing the implementation of the Law (Article 46, Article 47). The Drafting Agency plans to amend, supplement or issue 13 new documents (05 decrees, 08 circulars) to comply with the amendments to the articles of the Law.
