At the Conference, the Standing Committee of the Provincial Party Committee listened to, discussed and commented on the following contents: Report summarizing the results of approving the congresses of the Party Committees under the Provincial Party Committee by the working groups of the Standing Committee of the Provincial Party Committee; reporting and asking for opinions on promulgating the Regulations of the Standing Committee of the Provincial Party Committee on the regime of information and quick reporting of cases and incidents occurring in Thai Nguyen province; reporting and asking for opinions on the second draft of the Decision on establishing the Steering Committee to protect the Party's ideological foundation, fighting against and refuting wrong and hostile views of Thai Nguyen province (Steering Committee 35); Report and seek opinions on the approval of the Implementation Plan for Conclusion No. 156-KL/TW dated May 21, 2025 of the Politburo on continuing to implement Resolution No. 33-NQ/TW of the 11th Party Central Committee on building and developing Vietnamese culture and people to meet the requirements of sustainable national development and Conclusion No. 76-KL/TW of the 12th Politburo on continuing to implement Resolution No. 33-NQ/TW.
According to the report at the Conference, from July 21 to 24, 2025, 11 working groups of the Provincial Party Committee Standing Committee reviewed the congress dossiers of 92 commune and ward Party Committees under the Provincial Party Committee. The process of reviewing the congress dossiers of the subordinate Party Committees was carried out seriously and urgently; each member proactively studied and actively participated in giving comments so that the Standing Committees of the Party Committees of communes and wards could receive, supplement and complete the dossiers.

The general assessment shows that the Party Committees of communes and wards have fully implemented the direction of the Central and the province on Party Congresses at all levels; established sub-committees, assigned specific tasks to each member in charge of preparing documents and files; developed internal regulations and working regulations, and planned the congress program to ensure compliance with regulations and progress. The draft political report assessed the results in the 2020-2025 term based on the analysis and evaluation of the results of the units before the arrangement and merger; pointed out the difficulties, limitations and lessons learned; At the same time, it forecasted and proposed general goals, specific goals, key tasks, breakthrough programs and a system of tasks and solutions to implement in the period of 2025 - 2030. The content of the draft reports basically follows the Party's guidelines and policies, the State's policies and laws and the province's orientations, associated with the practical situation of the locality and unit.
However, there are still units that, when building goals and tasks for the 2025 - 2030 term, have not closely followed the prescribed and mandatory targets; the targets set are still lower than the province's targets. Therefore, members of the working group have proposed to research, supplement and update them to suit the development trend.
Regarding the dossier of the Bac Kan Ward Party Committee, Working Group No. 1 requested to review and re-edit relevant documents and materials. By July 25, the dossier had been edited, revised, supplemented, consulted by the Standing Committee of the Ward Party Committee and unanimously approved by the Working Group.

In his concluding remarks and direction at the Conference, Secretary of the Provincial Party Committee Trinh Viet Hung highly appreciated the progress and quality of comments from the working groups of the Provincial Party Committee Standing Committee approving the congresses of Party Committees under the Provincial Party Committee. He emphasized that the Provincial Party Committee Standing Committee basically agreed with the contents of the organization of the first congress of Party Committees of communes and wards for the 2025-2030 term after receiving, supplementing and editing according to the opinions of the members of the working groups and the regulations and instructions of the Central and the province. However, besides the Party Committees that prepared documents carefully, scientifically, closely following the reality and requirements, and development orientations of the new term, there were still Party Committees whose preparations did not meet the requirements. For these units, the working group requested serious supplementation and editing.
He emphasized that with the current spirit and preparation progress, Thai Nguyen province is determined to successfully organize the congress of the Party Committee at the grassroots level directly above, completing it before August 30, 2025.
He also suggested that the members of the Standing Committee of the Provincial Party Committee continue to give their opinions on the plan of the Thai Nguyen Provincial Party Committee to implement Resolution No. 33-NQ/TW on building and developing Vietnamese culture and people to meet the requirements of sustainable national development. The province assigned each commune and ward to establish at least one cultural and sports club before October 30, depending on the conditions, interests, customs and culture of each region. This is an important content that the Provincial Party Committee directed to be included in the Resolution and will be concretized by a specific action program, with practical and appropriate support policies to continue promoting the development of culture, arts, physical education and sports in the coming term.
Previously, the Provincial Party Standing Committee gave opinions on the content of personnel organization work according to its authority.
