At the conference, the Resolution of the Provincial People's Council on the establishment of specialized agencies under the Provincial People's Committee was approved, including: Department of Construction on the basis of merging the Department of Transport and the Department of Construction; Department of Agriculture and Environment on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; Department of Science and Technology on the basis of merging the Department of Information and Communications and the Department of Science and Technology; Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance; Department of Home Affairs on the basis of merging the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs; Department of Ethnic Minorities and Religions on the basis of transferring the functions and tasks of religious affairs of the Department of Home Affairs to the Provincial Ethnic Minorities Committee.

At the same time, the conference announced the decisions of the Chairman of the Provincial People's Committee on personnel work after the restructuring of the apparatus and establishment of specialized agencies under the Provincial People's Committee. Regarding the personnel of the Department of Finance, Mr. Nguyen Duc Thanh holds the position of Director of the Department with Deputy Directors: Trinh Thanh Sang, Tran Cong Khanh, Ngo Van Huynh, Ma Tan Cop, Nguyen Thanh Toan, Truong Quang Vu. Personnel of the Department of Construction includes: Mr. Du Minh Hung holds the position of Director of the Department, Deputy Directors: Ma Minh Tam, Tran Quoc Thong, Le Thanh Huan, Nguyen Thanh Son, Le Chi Nguyen. Personnel of the Department of Agriculture and Environment includes Deputy Directors: Nguyen Van Quan, Chau Cong Bang, Phan Minh Tri, Huynh Thanh Dung, Bui Tu Hai. Personnel of the Department of Science and Technology includes: Mr. Tran Van Trung holds the position of Director of the Department and Deputy Directors: Tran Thi Cam Hang, Thai Truong Giang, Quach Van An. Regarding the Department of Home Affairs: Mr. Pham Chi Hai holds the position of Director of the Department, Mr. Tran Buu Nhan holds the position of Deputy Director. The Department of Ethnic Minorities and Religions is headed by Ms. Nguyen Thu Tu as Director, with Deputy Directors including: Nguyen Thanh Niem, Nguyen Van Dam, and Quach Kieu Mai. The Department of Culture, Sports, and Tourism is headed by Mr. Nguyen Quoc Thanh as Director, with Mr. Nguyen Van Den as Deputy Director.

At the conference, the Provincial Party Committee's Organizing Committee announced the Decisions appointing the Executive Committee, Standing Committee, and Chairman of the Inspection Committee of the Provincial People's Committee Party Committee for the 2020-2025 term. Accordingly, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Thanh Ngai holds the position of Secretary of the Provincial People's Committee Party Committee; Member of the Provincial Party Committee's Standing Committee, Vice Chairman of the Provincial People's Committee Lam Van Bi holds the position of Permanent Deputy Secretary of the Provincial People's Committee Party Committee; Full-time Deputy Secretary of the Provincial People's Committee Party Committee Le Binh Nguyen concurrently holds the position of Chairman of the Inspection Committee of the Provincial People's Committee Party Committee. At the same time, the Standing Committee of the Provincial People's Committee Party Committee consists of 8/9 comrades; the Executive Committee of the Provincial People's Committee Party Committee consists of 20 comrades.

Speaking at the conference, Provincial Party Secretary Nguyen Ho Hai emphasized: the arrangement and streamlining of the apparatus is a historical milestone, opening a new page in the leadership and administration of the province. Thereby, he requested that units continue to strictly implement Conclusion No. 121-KL/TW of the Party Central Committee on the implementation of Resolution 18-NQ/TW; direct the review and completion of the organizational structure, building functions, tasks, and working relationships of each agency and unit associated with reducing internal focal points and streamlining the payroll according to the set roadmap. Focus on political and ideological work, well implement policies and regimes so that each organization and individual correctly identifies their roles and responsibilities, aiming at the common goal of building a streamlined, strong, efficient, effective, and efficient apparatus to serve the country's development in the new era. Put the new apparatus into operation with the spirit of organizing the new apparatus to operate more effectively, not allowing work interruptions to affect the activities of people and businesses. Proactively review, classify and archive records and documents of agencies and units that have been dissolved or transferred to other units in a scientific manner, ensuring systematicity.

Secretary of the Provincial Party Committee Nguyen Ho Hai wishes: The new apparatus will soon stabilize and come into operation from March 1st, the operation of the new apparatus must be done with the least disruption. Ensure the work of handling records for people and businesses is quick, timely, complete and uninterrupted. Perform the best tasks right from the beginning. With high determination and consensus, Secretary of the Provincial Party Committee Nguyen Ho Hai believes that the new apparatus of the province will excellently complete the assigned tasks, meet the expectations and wishes of the people in the province, complete the tasks and targets set out in the resolution and the historical missions together with the whole country entering an important breakthrough development stage.

Speaking at the conference, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Pham Thanh Ngai acknowledged and commended the spirit of comrades holding leadership positions who voluntarily created favorable conditions for the work of restructuring the apparatus. At the same time, he expressed his joy and excitement at the solidarity and unity of organizations and individuals so that the work of restructuring and reorganizing the provincial apparatus was carried out on schedule according to the requirements of the Central Government. To carry out the tasks in the coming time, each individual and unit is required to continue working without interrupting the tasks of serving the people, trying to overcome initial difficulties, and better performing the assigned tasks.
The conference also announced the Decision to establish the Ho Chi Minh Communist Youth Union of the Provincial People's Committee.
