The second conference of the Provincial Party Executive Committee, term XX, 2025 - 2030

On the afternoon of October 14, the Provincial Party Committee (PPC) for the 20th term, 2025 - 2030, held its second conference to evaluate the results of the 9-month work, agree on the tasks for the last 3 months of 2025 of the Provincial Party Committee and some other important contents. The conference was connected online to 56 Party Committees of communes and wards across the province.

In the past 9 months, despite being heavily affected by natural disasters and floods, with the spirit of solidarity, democracy, discipline, breakthroughs and development, the Provincial Party Committee has focused on leading and directing localities and units to promote the spirit of initiative, creativity, efforts and determination to effectively organize and implement tasks and solutions to achieve key goals and targets in 2025. The implementation of Resolution 18-NQ/TW, dated October 25, 2017 of the Party Central Committee (12th tenure) "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" has been seriously and synchronously implemented, in accordance with the practical conditions of the province. Completing the reorganization of the 2-level local government apparatus according to the direction and guidance of the Central Government ensures quality, progress and efficiency, creating consensus among cadres, party members and people. Leading the successful organization of the 20th Provincial Party Congress, term 2025 - 2030, ensuring compliance with the direction and guidance of the Central Government.

The province's socio -economic situation continues to develop stably, achieving many positive results in all fields. The total product in the province (GRDP) in the first 9 months increased by 6.52%. Total import-export turnover reached over 1,299 million USD, an increase of 77% over the same period last year, exceeding 45% of the plan, exceeding 28% compared to the growth scenario. Total budget revenue by October 12, 2025 reached over 3,312 billion VND, exceeding 69% of the Central budget estimate, exceeding 59% of the Provincial People's Council budget estimate, increasing by 69% over the same period last year. Total tourist arrivals increased by 59.4%, total tourism revenue increased by 104%.

Infrastructure development, national target programs, education and training, healthcare, social security, and poverty reduction continued to receive attention and direction and achieved many practical results. Foreign affairs activities were expanded and deepened; national defense and security were consolidated, maintaining national border sovereignty and ensuring social order and safety. Party building and the political system continued to receive attention; the leadership capacity and fighting strength of grassroots party organizations were enhanced. The Fatherland Front and socio-political organizations operated effectively, contributing to strengthening the great national unity bloc and social consensus.

The province completed the arrangement of 56 commune-level administrative units (53 communes, 3 wards) and officially operated the 2-level local government model from July 1, 2025. After 3 months of implementation, the model initially operated stably and smoothly, received support from the people, creating a premise for innovation in state management, improving the efficiency of serving the people, administrative reform, and digital transformation. The whole province publicized and implemented 2,100 administrative procedures, with the rate of correct and early settlement reaching over 99% at the commune level, affirming the determination of the entire political system in serving the people faster, more effectively, and more transparently.

At the conference, delegates participated in discussions and contributed many practical ideas, clarifying a number of difficulties and obstacles in concretizing and implementing key targets and tasks in 2025: the progress of disbursement of public investment capital is still slow; shortcomings in site clearance and construction organization of a number of large projects, especially projects invested by communes. The staff, facilities, headquarters, and equipment in many communes and wards after the merger have not met the requirements; the problem of arranging and assigning commune-level officials, building growth scenarios, overcoming the consequences of floods... From there, propose solutions to remove obstacles and improve the effectiveness of all aspects of work in the coming time.

The conference unanimously approved the drafts: Working regulations of the Provincial Party Committee, term XX, 2025 - 2030 and Decision on assigning tasks to members of the Standing Committee and members of the Provincial Party Committee, term XX, 2025 - 2030.

In his speech, besides appreciating the efforts of the entire political system and people in overcoming the consequences of natural disasters and developing the economy and society, Secretary of the Provincial Party Committee Quan Minh Cuong frankly acknowledged that the disbursement of public investment capital is still the biggest bottleneck of the province. He requested that members of the Provincial Party Standing Committee and members of the Provincial Party Committee clearly recognize the issue of responsibility, promote collective intelligence, improve disbursement results, and promote growth. He requested all levels, sectors, and units to deploy 11 key groups of tasks in the coming time. In the immediate future, urgently implement solutions to overcome the consequences of floods and storms, ensure social security, and quickly stabilize people's lives and livelihoods. Strengthen forecasting and warning capacity; develop scenarios and solutions to prevent, combat, and respond to natural disasters, storms, and floods in accordance with the characteristics of each commune and ward. Continue to direct the implementation of planning and investment in transport infrastructure, urban areas, economic zones and industrial zones. Speed ​​up the progress of key transport projects: Dong Dang - Tra Linh Expressway (phase 1, phase 2); complete procedures for the Bac Kan - Cao Bang expressway project. Strictly implement financial and budget management. Border communes proactively review the location and site for building inter-level boarding schools in the province.

Step up the implementation of tasks and solutions on administrative reform; improve and enhance competitiveness and encourage the development of the private and collective economy. Synchronously and effectively implement policies on labor, employment, hunger eradication and poverty reduction, and social security. Focus on the work of building and rectifying the Party and a clean and strong political system; internal affairs and preventing and combating corruption, waste, and negativity. Step up the implementation of "Digital Education for the People"...

The Provincial Party Secretary expressed his belief that with the determination in leadership and direction of Party committees at all levels; the active direction of authorities at all levels; the efforts of sectors, organizations and people, the province will overcome all difficulties and challenges, successfully completing the goals and tasks set for 2025.
