The conference was attended by delegates representing the National Border Committee (Ministry of Foreign Affairs); Border and Boundary Center, Department of Surveying, Mapping and Geographic Information of Vietnam; Vietnam Institute of Water Resources, Ministry of Agriculture and Environment ; and more than 160 delegates who are leaders of departments, branches and members of the Provincial Border Work Steering Committee; representatives of Party committees and authorities of border communes; border guard stations; a number of professional departments of the Provincial Police and the Provincial Border Guard Command.

Speaking at the opening of the Conference, the leader of the Department of Foreign Affairs of Lang Son province emphasized that border management and protection is an important political, legal and foreign affairs task, contributing to firmly protecting the national border sovereignty, building a peaceful , friendly, cooperative and developed border. In the context of implementing the two-level local government model, training knowledge and skills for the team of cadres, civil servants and public employees directly advising and performing border management tasks is extremely necessary.

At the Conference, delegates listened to and discussed with reporters from the Ministry of Foreign Affairs, Central Ministries, branches and members of the Provincial Border Work Steering Committee on many important topics. The content included: Overview of Vietnam - China relations, system of legal documents related to state management of territorial borders when implementing the 2-level government model, commune-level tasks in border management; characteristics and border situation in the province, experience in mobilizing forces and people in the cause of border construction and protection; skills and experience in measuring, recognizing, determining the location and direction of the border line on land and on rivers and streams; some issues on the border on rivers and streams and technical solutions in the management and construction of embankment works on border rivers and streams; overview of security and order in border areas, some notes on political security and protection of State secrets. In particular, the conference updated and analyzed the results of border management cooperation between Lang Son province (Vietnam) and Guangxi Zhuang Autonomous Region (China) on the basis of three legal documents on the Vietnam-China land border.

Within the framework of the Conference, many discussion ideas were put forward, focusing on improving the effectiveness of inter-sectoral coordination, handling practical situations, as well as building a more effective cooperation mechanism in border management. Delegates agreed that raising awareness, consolidating skills and expanding cooperation between agencies and forces will be an important foundation to protect sovereignty, maintain national border security, and at the same time contribute to creating a peaceful, stable and developing environment for the region.
Through the Conference, delegates were equipped with more knowledge and skills in border management and protection, contributing to improving the effectiveness of coordination between forces and localities. Thereby, strengthening unity in perception and action, ensuring the maintenance of national sovereignty and border security, building a border of peace, friendship, cooperation and development.
