The 3rd National Online Conference on Promoting Public Investment Disbursement in 2025

On the morning of September 17, Prime Minister Pham Minh Chinh attended and directed the 3rd national online conference on promoting disbursement of public investment capital in 2025. At the bridge point of Ca Mau province, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Thanh Ngai and Vice Chairman of the Provincial People's Committee Lam Van Bi attended the conference.

According to the report of the Ministry of Finance , by August 31, 2025, the estimated disbursement of the State budget investment plan reached VND 409,174 billion, equal to 46.3% of the plan assigned by the Prime Minister, higher than the same period in 2024 (reaching 40.4%). Of which, the disbursement of local budget capital reached 58.3%, the central budget capital reached 32.2%; disbursement for 03 national target programs alone reached 52.4%.

At the conference, ministries, branches and localities reported on the disbursement situation, pointed out difficulties and obstacles and proposed many solutions to complete the target of disbursing public investment capital in 2025, demonstrating their determination to properly implement the assigned plan.

To complete the target of disbursing 100% of public investment capital in 2025, the Ministry of Finance recommends that the Government continue to direct the implementation; promote decentralization and reform administrative procedures; flexibly transfer capital between projects; strengthen discipline and strictly handle groups and individuals that slow down progress; at the same time, urgently complete institutions, remove legal bottlenecks, speed up site clearance and improve project implementation capacity.

Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged and commended the efforts, endeavors and achievements of ministries, branches and localities in the past time; at the same time, requested units and localities that have not yet completed their assigned tasks to seriously review, draw profound lessons and immediately implement the remaining work, not allowing stagnation, prolongation, affecting the overall progress. If there are still difficulties and problems, it is necessary to frankly reflect and proactively propose solutions to remove them, absolutely not allowing the apparatus to operate in a state of indecision.

In particular, Prime Minister Pham Minh Chinh requested a change in thinking, innovation in working methods, overcoming the mindset of avoidance, moderation, and shirking responsibility. Only when there is a real change in awareness and action can the target of disbursing 100% of the public investment capital plan in 2025 be achieved. All levels and sectors need to be proactive and creative in organizing implementation, closely following the direction of the Government and the Prime Minister, promoting the role of the leader, strengthening coordination, sharing information, and promptly removing bottlenecks and obstacles in project implementation.

Prime Minister Pham Minh Chinh emphasized: It is necessary to promote the role of setting an example, upholding personal responsibility, strengthening solidarity, unifying actions, improving the effectiveness of direction and management to overcome difficulties and challenges and comprehensively complete assigned tasks; at the same time, continuing to improve the investment environment, enhancing the efficiency of using public investment capital, thereby actively contributing to the country's socio-economic development goals in the coming time.
