National online conference on reviewing the implementation of the adjusted Power Plan VIII

On the afternoon of September 11, Deputy Prime Minister Bui Thanh Son chaired a national online conference to review the implementation of the adjusted Power Plan VIII and solutions to ensure power supply in the coming time. Also attending were Minister of Industry and Trade Nguyen Hong Dien; leaders of central ministries, branches, provinces and cities. At the Khanh Hoa bridge, comrade Trinh Minh Hoang - Vice Chairman of the Provincial People's Committee and related departments and branches attended.

According to the report of the Ministry of Industry and Trade, in order to effectively implement the Adjusted National Power Development Plan for the period 2021 - 2030, with a vision to 2050 (Adjusted Power Plan VIII) approved by the Prime Minister, ensuring stable power supply in the coming time, the Ministry of Industry and Trade has given many instructions to the Vietnam Electricity Group and localities in implementing power source and grid projects, ensuring the progress of putting into operation according to the plan; urging the implementation of projects; organizing 4 working groups to inspect power projects. However, some power sources have not met the progress due to difficulties and obstacles. For nuclear power projects, the implementation of Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Projects depends heavily on partners; therefore, the progress of completing construction of these projects before December 31, 2031 is very difficult to achieve.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Trinh Minh Hoang said that Khanh Hoa currently has 72 power projects with a total capacity of nearly 6,019 MW invested in construction and put into operation. Annual electricity output is estimated at about 17.95 billion kWh/year; the electricity sector's budget revenue is 2,523 billion VND, accounting for 9.02% of the province's total budget revenue. In the adjusted Power Plan VIII, Khanh Hoa province has 105 projects with a total capacity from nearly 16,211 MW to nearly 18,611 MW. In the process of implementing power projects, the province encountered some difficulties in selecting investors; bidding process... The Provincial People's Committee proposed that the Government assign ministries and branches to promptly propose amendments to relevant laws to remove current difficulties and obstacles.

In addition, the Provincial People's Committee also proposed that the Government consider adding the Van Phong 2 LNG Power Plant Project, with a capacity of 1,500 MW, operating phase 2025 - 2030, to the implementation plan of the adjusted Power Plan VIII so that the project can be built and operated no later than 2030. Regarding the construction of nuclear power plants, it is recommended that the Government direct the Ministry of Science and Technology to issue specific instructions on the distance from the power plant to neighboring areas.

Concluding the conference, Deputy Prime Minister Bui Thanh Son requested the Ministry of Industry and Trade to continue to have solutions to ensure that the adjusted Power Plan VIII is implemented smoothly, providing enough electricity to serve all socio-economic activities in the coming time. The Ministry of Industry and Trade and localities urge investors to speed up the completion of projects 3 to 6 months earlier, and take strict measures to handle projects that are behind schedule. Projects that do not have investors according to Power Plan VIII need to attract investment and complete in the fifth quarter of 2025. Regarding local recommendations, the Ministry of Industry and Trade and ministries and branches will guide, explain and resolve them for localities.
