On April 5, in Ha Long City, Vietnam Law Newspaper in collaboration with Law and Development Magazine organized the International Workshop "Improving institutions to realize the principle of 'Harmonious benefits, shared risks' in the field of direct investment". Attending the event were comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Ninh province.
The workshop was organized on a large scale with 3 working sessions including: an overview of the institution and the principle of "Harmonized benefits, shared risks"; ensuring the principle of "Harmonized benefits, shared risks" in specific investment fields; state management and dispute resolution from the perspective of "Harmonized benefits, shared risks".
Speaking at the workshop, Comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that this is an important event to help effectively use legal institutions in improving the investment and business environment. In the first quarter of 2025 alone, Quang Ninh grew by 10.91%, ranking 7th in the country, meeting the set requirements. In 2025, Quang Ninh achieved a growth target of 14%, so organizing this workshop with a very new and creative approach will be the basis for Quang Ninh to learn and effectively implement the set goals, especially in the context of the economy having strong fluctuations like today. Comrade hopes that in the coming time, there will be more workshops on building and perfecting laws and institutions held in Quang Ninh, thereby helping the locality to effectively promote all legal policies in the process of socio-economic development.
Through the workshop, it will contribute to identifying the values and barriers in the current institutions on direct investment, towards realizing the principle of "harmonious benefits, shared risks" in the context of investment activities being regulated by many new laws such as: Investment Law, Public Investment Law, Law on Investment under the Public-Private Partnership (PPP), Bidding Law, Land Law... From discovering the shortcomings and limitations in the law when implementing in practice, the workshop will propose solutions to promote the principle of "harmonious benefits, shared risks"; help perfect the legal institution to attract domestic and foreign investors, promote development in the new era, the era of national development.
