On the afternoon of July 24, 2025, the Ministry of Culture, Sports and Tourism held a regular press conference for the second quarter of 2025. According to the Ministry's report, in the first 6 months of the year, the Ministry advised the Prime Minister to issue a Plan to implement the Tourism System Planning for the 2021-2030 period, with a vision to 2045; Official Dispatch No. 34/CD-TTg dated April 10, 2025 of the Prime Minister on promoting tourism development, ensuring double-digit economic growth.
In addition, the Ministry also advised on the issuance of 3 Circulars and Plans to promote, advertise and support tourism development in 2025; Plan No. 760/KH-BVHTTDL dated February 26, 2025 on the implementation of Resolution No. 11/NQ-CP dated January 15, 2025 of the Government on visa exemption under the Tourism Development Stimulus Program in 2025 for citizens of the following countries: Republic of Poland, Czech Republic and Swiss Confederation.
Regarding the management of tourism activities and accommodation establishments, the Ministry has recently appraised 510 dossiers for granting, changing, re-granting and revoking international travel business licenses. Of these, 230 new licenses were granted, 201 licenses were changed, 4 licenses were re-granted and 75 licenses were revoked.
In particular, in the first 6 months of the year, the Ministry has developed and implemented the 2025 Tourism Development Stimulus Program; participated in international tourism fairs; coordinated the organization of activities within the framework of the Hue National Tourism Year 2025; a program to introduce Vietnamese tourism in European countries (Italy, Switzerland, France, Poland, Czech Republic and Germany); promoted and introduced Vietnamese tourism through cinema at the Cannes Film Festival and sideline activities; promoted and promoted tourism at the 4th Summit of the Partnership for Green Growth and the Global Goals 2030 (P4G).
In addition, the Ministry has also coordinated with specialized units of the Ministry of Foreign Affairs and the Ministry of Public Security to propose visa policies (expanding the list of short-term visa exemptions, proposing a list of priority subjects, and visa policy incentives in the management field)...
Assessing the number of tourists in the first 6 months of the year, Mr. Nguyen Huu Ngoc, Deputy Chief of Office of the Ministry of Culture, Sports and Tourism, affirmed that the number of visitors to Vietnam in the first 6 months of 2025 is estimated at 10,664,608, an increase of 20.7% over the same period in 2024, showing positive signs and partly affirming that tourism continues to be a bright spot in the development picture of the whole country.
Along with that, the number of domestic tourists also reached an impressive 77.5 million. Total revenue from tourism is estimated at VND518 trillion, demonstrating a strong recovery and positive contribution to the national economy.

In addition to the impressive growth figures in the number of visitors, the Deputy Chief of Office of the Ministry of Culture, Sports and Tourism also said that the impressive growth figures in the first 6 months of 2025 are clear evidence of the continuous efforts of the Vietnamese tourism industry in recovering and making a breakthrough after the pandemic.
Flexibility in visa policies, promoting diverse advertising in key markets and close coordination between departments, ministries and sectors have created this strong push.
However, to maintain growth momentum and improve tourism quality, Vietnam needs to continue investing in infrastructure, developing unique and sustainable tourism products and especially improving the quality of human resources.
Besides, building Vietnamese culinary brand to the world is also an important direction, contributing to positioning Vietnam on the international tourism map.
In the first 6 months of 2025, the tourism industry has actively, proactively, and creatively implemented tasks and solutions and achieved outstanding results. To achieve the goal of welcoming 22-23 million international visitors, over 120-130 million domestic visitors, contributing to the GDP growth target of over 8% in 2025 and double-digit growth in the coming period, the last months of the year will focus on implementing key tasks and solutions. In particular, the key is to implement the Tourism Development Stimulus Program in 2025. Encourage businesses, organizations, and individuals operating in travel services, tourist areas, tourist attractions, tourist accommodation establishments, and tourism service providers to cooperate and link up to offer many incentives on prices, new types of services, and products to enhance the experience for tourists.
