On a hot summer afternoon, we went to Hang Cau village with Van Xuan commune officials to meet Mr. Toan. We made an appointment to come to his house but had to wait a while before he returned, sweat dripping down his back. He smiled warmly and explained: "This morning, I took the opportunity to go to the hill early to remind people to plant trees, afforest, prevent livestock epidemics, then went to Nguyen Xuan Vinh's house to encourage his family to build a house according to Directive No. 22-CT/TU on the Campaign to support the construction of houses for poor households, policy households, and households with housing difficulties in the province. Vinh's family is really in a difficult situation, having lived in a dilapidated house for many years, he has a mental illness and does not have the ability or conditions to build a house, so we had to mobilize his son to do it and together with the village's union to support. The project is expected to be put into use in September. There is a lot of work, every morning I go around the village and do not return until noon. The village is large, traveling is quite difficult, but after traveling a lot, I get used to it."
The story of the secretary and head of Hang Cau village continued to be endless. It was about people doing business , building rural roads, building cultural life... to achieve the criteria of a model new-style rural village in 2025. In the period of 2022-2025, Hang Cau village had a lot of work to do, so the role and responsibility of the head of the Party Committee and mass organizations were also heavier.
To achieve the set goals, Mr. Le Quoc Toan, together with the Party cell committee and heads of mass organizations, have made every effort. The most obvious is to innovate the content of Party cell activities; to develop content before bringing it to the meeting to get the opinions of Party members and the people for high consensus before implementing it. One of the key tasks is to change the crop structure, build rural roads... Besides, in each village meeting and Party cell meeting, he always listens to the opinions, thoughts and aspirations of cadres, Party members and the people to promptly resolve arising issues, thanks to which the spirit of internal solidarity is increasingly promoted, the villagers compete to develop the economy, build new rural areas, practice a civilized lifestyle and maintain security and order at the grassroots level.
The Party cell currently has 27 party members, most of whom have grown up at the grassroots level. This is the vanguard force in all movements. Promoting the role of "party members go first, the village follows", Mr. Toan and many core party members have taken the lead and encouraged people to follow. Mr. Toan and his fellow party cell members enthusiastically "go to every alley, knock on every door" to encourage people to participate. For example, in converting the area of ineffective acacia trees to cinnamon and cat sam trees, he organized party cell meetings, village meetings and raised specific problems about planting time and harvest value between the two types of trees for households to compare the same area, same growing time but different income value so that households can consider converting; along with that, he encouraged households to plant first to build a specific model for households to see the real effectiveness and trust to follow.
Hang Cau village has an area of 1,460 hectares with 174 households of Kinh and Thai ethnic groups. The village has many advantages for economic development, such as being located right in Xuan Lien Nature Reserve, with Thien Thuy waterfall - a complex of four waterfalls lying on top of each other under the majestic Pu Ta Leo range. The Hon Can area of the village owns a part of the immense, blue Cua Dat lake. Therefore, the village was chosen by the commune as a point for community tourism development. Mr. Toan and village officials have mobilized people to renovate their houses, learn how to communicate with guests, practice traditional dances, increase production... to create products for community tourism development.
Another success is that he and the village Party Committee and Front Committee mobilized people to contribute more than 4 million VND/household to concretize rural roads. Up to now, the village has basically completed the infrastructure, including roads, stadiums, stages, flower roads, shady trees in the cultural house area...
In propaganda work, Mr. Toan makes the most of the village's loudspeaker system (7 loudspeakers/7 residential groups) broadcasting 3 to 4 times/day so that people can understand; exchange and share information in zalo groups... With that approach, people in Hang Cau village have promptly grasped information on the Party's policies, policies and laws of the State and locality... Up to now, the village has had many improvements, the face of the countryside changes every day. The village Party cell has continuously achieved comprehensive cleanness and strength for many years. The village has been recognized as a model new-style rural village.
Talking about his experience in "skillful mass mobilization", Mr. Toan modestly shared: "Only when we are close to the people, understand and respect their legitimate aspirations, and know how to put collective interests first, will people be willing to cooperate."
