Dong Luong Commune was established on the basis of merging the entire natural area and population of 2 communes: Dong Luong and Tan Phuc (belonging to the old Lang Chanh district). After its establishment, the commune had a natural area of 76.1 km2 and a population of 11,875 people. Immediately after the merger, the Party Committee of Dong Luong Commune promptly stabilized the organization, rearranged the subordinate party organizations, issued working regulations, and clearly assigned functions and tasks to the agencies and public service units under the Party Committee and the People's Committee of the commune.

This is not only a responsibility, but also an objective requirement of a modern government model, where service is the ultimate goal and people are the center of all policies" - Party Secretary, Chairman of the People's Council of Dong Luong Commune, Hoang Van Thanh shared.

The activities of the new government in Dong Luong are a clear demonstration of the determination to innovate, aiming at the goal of "publicity - transparency - efficiency". In the departments, offices and the Public Administration Service Center, the working atmosphere is urgent, responsible and disciplined. Every cadre and civil servant is wholeheartedly "serving the people", ready to guide the people in every smallest step. People come to the Public Administration Service Center to submit documents for certification, household registration, land, birth and death certificates... which are processed right at the locality, no longer having to travel long distances to the district as before.

The “one-stop” system operates synchronously, the staff work methodically, behave standardly, and enthusiastically, helping to increase people’s trust and satisfaction. Ms. Le Thi Muoi, from Chieng Khat village, came to do the procedures for implementation, adjustment, and termination of social pension benefits, and said: “My worries about having to wait for work to be processed are gone. The operations from reception, guidance, and acceptance are all very scientific ; the staff have an enthusiastic and responsible attitude.”

“From July 1, 2025 to October 22, 2025, the Commune Public Administration Service Center received 1,230 records. Of which, 1,122 records were processed ahead of schedule and on schedule, reaching a rate of 99.73%, and 77 records are being processed within the deadline; 28 records were returned due to errors, missing file components, and missing information in the declaration form. In terms of service quality for people and businesses on the national public service portal, Dong Luong commune ranked 62nd out of 166 communes in the province. In the coming time, we are determined to build Dong Luong Commune Public Administration Service Center to truly become a bright spot in administrative reform in the mountainous area of Thanh Hoa ” - Deputy Director of the Public Administration Service Center Nguyen Thi Thoa said.

The spirit of "being close to the people, serving the people" is not only shown in the reception room where administrative procedures are handled, but also spreads to each village. Commune leaders regularly set up working groups to go to residential areas to meet and listen to the thoughts, aspirations and feedback from the people.
