Mr. Hoang Hai, Provincial Party Committee member, Party Committee Secretary, Director of Thanh Hoa Electricity Company presented the situation of electricity supply and investment in construction of electricity projects in Thanh Hoa province in 2026 and the following years.
In the context of high electricity demand associated with Thanh Hoa's GRDP growth rate estimated at 10.24% in the 2021-2025 period, EVNNPC and Thanh Hoa Electricity Company have ensured safe and stable electricity supply, serving socio- economic development, ensuring national defense - security and people's lives.
In the 2021-2025 period, the province's maximum load capacity (Pmax) will increase by an average of nearly 11% per year; in 2025 it is estimated to reach 1,652 MW; commercial electricity output is estimated to reach 8.87 billion kWh, an increase of more than 12% compared to 2024.
In the first 10 months of 2025 alone, electricity consumption reached 7.34 billion kWh, up 12.23% over the same period. The industrial and construction sector accounted for nearly 60% of total output, growing by 19.5%.
Thanh Hoa's power system is currently supplied by 5 220kV transformer stations with a total capacity of 2,500 MVA; along with 45 110kV stations with a total capacity of more than 3,400 MVA and over 7,600km of medium voltage lines, basically meeting load requirements.
From 2021 to present, EVNNPC has invested in 66 110kV power grid projects with a total value of more than VND 4,300 billion (48 completed projects) and 348 medium and low voltage projects worth more than VND 4,000 billion.
In the 2026-2030 period, the plan is to invest in 44 new 110kV power grid projects (VND 4,575 billion) and medium-low voltage power grid systems (VND 4,919 billion).
Notably, in 2026, the electricity industry plans to install a 95 MW/190 MWh battery storage system (BESS) at 10 stations in Thanh Hoa province to cut peak loads and improve power supply reliability.

At the working session, EVNNPC proposed that the People's Committee of Thanh Hoa province direct departments, branches and localities to promptly complete planning documents, supplement energy land funds, and provide detailed instructions on the procedures for adjusting land use and construction planning to speed up investment policy procedures and site clearance.
Strengthen coordination between departments, branches, Nghi Son Economic Zone Management Board and industrial parks in providing electricity to FDI investors. Direct communes and wards where projects pass through to strictly manage land within the route corridor, avoiding new construction causing compensation costs.
In addition, EVNNPC proposed that the province issue a plan to implement Resolution 328/NQ-CP on removing institutional bottlenecks for energy projects; direct the Department of Industry and Trade not to grant overlapping electricity operation licenses, avoiding duplicate investment in industrial parks; and encourage the development of rooftop solar power for self-use in agencies and administrative units.
According to the plan, by 2030, Thanh Hoa's maximum load capacity will reach about 3,350 MW. To achieve that goal, according to EVNNPC, the province needs to closely coordinate with the electricity industry in planning and investing in transmission and distribution infrastructure, ensuring safe and sustainable electricity supply, creating a solid foundation.

At the meeting, leaders of Thanh Hoa province and EVNNPC discussed to remove difficulties and obstacles in the process of investing in projects and works to meet the demand for electricity supply; at the same time, agreed on solutions and tasks to promote the development of the electricity industry and Thanh Hoa province.

Speaking at the meeting, Ms. Do Nguyet Anh, Chairwoman of EVNNPC Board of Members, affirmed: “The electricity industry always considers Thanh Hoa as a key strategic area, playing the role of a growth locomotive in the North Central region; therefore, the task of ensuring a stable, safe, high-quality electricity supply for the locality is a great honor but also a great responsibility”. Currently, EVNNPC is managing and operating the power grid in 17 provinces and cities, of which Thanh Hoa is the locality with the highest electricity growth rate in the North.
Emphasizing that ensuring electricity for production is an important political task of the electricity industry, contributing to the development of Thanh Hoa province, EVNNPC representative affirmed that it will continue to invest synchronously in the power infrastructure system, improve reliability, modernize the power grid, deploy the installation of energy storage systems in 2026, and closely coordinate with Nghi Son Economic Zone Management Board, industrial parks and localities to ensure continuous and stable power supply for FDI projects.

EVNNPC representatives deeply thanked the Provincial Party Committee, People's Council, and People's Committee of Thanh Hoa province for their attention, companionship, and support for the electricity sector in the past time and hoped to continue to receive strong direction and effective coordination from all levels and sectors to remove difficulties in procedures, planning, and site clearance, helping power projects to be completed soon, serving the socio-economic development of the province.

Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Hoai Anh thanked and highly appreciated the spirit of cooperation and efforts of the electricity sector in ensuring stable and safe electricity supply, serving the socio-economic development of the province in recent years.
He emphasized that energy is a particularly important resource, both a direct driving force and a fundamental factor for sustainable socio-economic development. In the context that Thanh Hoa is striving to become a modern industrial province, the demand for electricity in industrial parks, economic zones and production and service sectors is increasing rapidly, requiring early, synchronous and more drastic preparation in investing in electricity infrastructure.

The Chairman of the Provincial People's Committee affirmed that the Thanh Hoa provincial government always attaches importance to and is ready to accompany the electricity sector, creating the most favorable conditions to implement transmission and distribution projects and invest in large electricity projects in the area, especially in Nghi Son Economic Zone, Lam Son - Sao Vang Industrial Park...
At the same time, the province acknowledged and appreciated the proactive role of EVNNPC and Thanh Hoa Electricity Company in investing and renovating the power grid, ensuring stable power supply for production, daily life and national defense and security.
Regarding the difficulties and obstacles in the implementation of power projects, Chairman of the Provincial People's Committee Nguyen Hoai Anh said that he will direct the Provincial People's Committee to lead relevant departments and branches to closely coordinate with EVNNPC and Thanh Hoa Electricity Company to review each specific case, promptly remove difficulties in investment procedures, planning, land, site clearance... to ensure construction progress and put the project into operation soon.
The Chairman of the Provincial People's Committee requested the electricity sector to continue to coordinate more closely with the province's specialized agencies in the process of establishing and adjusting energy planning, allocating land funds, connecting power infrastructure and developing new energy sources and renewable energy. In particular, it is necessary to prepare long-term power supply plans, ensuring safety and sustainability for key projects that are being and will be implemented in Thanh Hoa.

Concluding the working session, Provincial Party Secretary Nguyen Doan Anh sincerely thanked and appreciated the active cooperation of the Northern Power Corporation and Thanh Hoa Power Company in the past time, which has made an important contribution to ensuring a stable power source, serving industrial development, production and people's lives.
The Provincial Party Secretary emphasized: “Electricity is always one step ahead” - this is a prerequisite for industrial development and national modernization. In the context that Thanh Hoa is implementing the Resolution of the 20th Provincial Party Congress, aiming for an average GRDP growth target of 11%/year, the demand for energy, especially electricity, becomes more urgent. If there is not enough electricity for production, daily life and investment, the goal of growth, improving people's lives and implementing industrialization and modernization will not meet expectations.

In that spirit, comrade Nguyen Doan Anh requested the Provincial People's Committee, departments, branches and localities to closely coordinate with the Northern Power Corporation to develop a specific plan to resolve current difficulties and problems, especially in planning, land use, investment licensing, site clearance and power grid infrastructure management.
The Provincial Party Committee Office is assigned to preside over and work with the Provincial People's Committee to develop a specific action program to ensure that power projects in the area are implemented on schedule, especially key projects with large capacity in Nghi Son Economic Zone and industrial parks.
Along with that, strengthen the supervision and inspection of the implementation of power projects. The functional sectors conduct reviews and assessments of the capacity of enterprises and construction units, promptly correct weak and stagnant cases, ensuring transparency and efficiency in the investment process.
Accelerate administrative procedure reform in the energy sector, especially processes related to planning, project appraisal and construction licensing.
Proactively coordinate with central ministries and branches to take advantage of mechanisms and policies to support energy development, especially in implementing Resolution No. 70 of the Government on urgent solutions to ensure electricity supply in the 2026-2030 period.

Comrade Nguyen Doan Anh emphasized: "Developing energy infrastructure, especially electricity, is not only the responsibility of the electricity sector but also a common task of the entire political system. Thanh Hoa province will coordinate with the electricity sector to remove bottlenecks, so that electricity can truly become a driving force for growth, attract investment and improve people's quality of life."
The Provincial Party Secretary requested the Northern Power Corporation and its affiliated units to continue to accompany Thanh Hoa province, not only in the field of electricity supply but also in the orientation of sustainable energy development, smart infrastructure and digital transformation of the electricity sector. The Standing Committee of the Thanh Hoa Provincial Party Committee will directly monitor, direct and remove difficulties for key power projects, ensuring that all resources are effectively utilized, contributing to making Thanh Hoa a leading province in the country by 2030.
