According to information from the National Civil Defense Steering Committee to respond to storm No. 3 (WIPHA), the Ministry of National Defense has mobilized 346,210 people (114,120 soldiers; 232,090 militia); 8,200 vehicles of all kinds (5,061 cars; 216 ships; 2,295 boats and canoes; 623 special vehicles; 5 aircraft).
Regarding the work of counting boats, the Border Guards of provinces from Quang Ninh to Dak Lak coordinated with local families of boat and ship owners to notify, count, and guide 54,300 vehicles/227,194 people about the developments and direction of storm No. 3 so that they could proactively move around and escape from dangerous areas.
The Border Guard Command directed the Border Guard Commands of provinces and cities to coordinate with local authorities from Quang Ninh to Dak Lak to actively and proactively deploy response work to storm No. 3.
The Vietnam Coast Guard has organized to thoroughly grasp and implement the instructions of all levels on storm prevention and control No. 3. Lieutenant General Le Quang Dao, Commander of the Vietnam Coast Guard, requested that units directly affected by storm No. 3 absolutely must not be subjective, be ready and best prepare conditions to proactively prevent, combat and overcome the consequences caused by storms and heavy rains according to the motto "4 on-site", "3 ready", "5 proactive".
In order to ensure the safety of people's lives and property, the Border Guard forces of coastal provinces where storm No. 3 (WIPHA) made landfall have implemented measures to prevent and respond to the storm, calling for and supporting people to find shelter from storm No. 3.
In addition, forces under the Coast Guard Command also assisted in evacuating more than 100 households in Hai Phong City located in the dangerous area affected by storm No. 3 to take shelter at Quang Trung Primary School, Ngo Quyen Ward, Hai Phong City; at the same time, supporting people with some essential foods during the storm.
Previously, the forces had proactively and synchronously deployed response measures, readying forces and means to carry out tasks when a situation arose. The unit maintained 100% of its troops on combat readiness; organized officers and soldiers to quickly tie down houses and warehouses, trim trees, and clear drainage ditches; proactively coordinated with local authorities to be ready to respond and rescue when a situation arose.
The unit always strictly maintains combat readiness, disaster prevention, and search and rescue. Forces and vehicles have been fully inspected and maintained, ready to mobilize to carry out tasks with the highest sense of responsibility.
Along with that, the units have also deployed on-site storm prevention measures such as: Reinforcing barracks, bracing warehouses, ensuring safety for communication systems, power stations, and technical areas. Actively coordinating with local authorities and friendly units in the area to closely monitor the storm's developments, ready to support people when necessary.
