The People's Committee of Quang Nam province has just submitted a report to the Standing Committee of the Provincial Party Committee and People's Committee on projects that are behind schedule, inefficient, and wasteful. The report lists over 200 projects using both state and non-state budget funds that are behind schedule.

Specifically, for projects and works using state budget funds, there are 59 projects that are currently unused, underutilized, or ineffective. This list includes offices and school buildings that are public assets.
The province requests the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to direct the Department of Finance to guide relevant agencies, units, and localities to handle the matter within their authority or report to the competent authority for handling in accordance with regulations on the management and use of public assets.
With 55 projects currently behind schedule, the province has requested the Standing Committee of the Provincial Party Committee to direct the Party Committees of the project owners and local authorities to review the objectives and effectiveness of the completed investment items.
Identify technical stopping points, seek approval for project completion, and finalize project accounts within the stipulated timeframe.
If the project investment has not yet yielded the desired results, review the essential components, extend the project implementation period, and supplement the capital plan to continue investing in the remaining components.

For projects using non-budgetary capital, specifically housing, residential, and urban development projects outside economic zones and industrial parks, 88 projects are more than 24 months behind schedule compared to the initial investment approval document.
Of these, 5 projects are behind schedule for over 10 years, 21 projects are behind schedule for 5-10 years, and 62 projects are behind schedule for 24 months to 5 years.
For this group of projects, we request that the Standing Committee of the Provincial Party Committee and the Provincial People's Committee direct the Provincial People's Committee to urgently implement and complete them so that they can be put into use.
For production, business, and other projects outside economic zones and industrial parks, 24 projects are more than 24 months behind schedule compared to the initial investment approval document. Of these 24 projects, 13 have been or are currently undergoing land inspection.
The province requests the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to direct the Provincial Inspectorate and the Department of Natural Resources and Environment to review and evaluate the results of implementing inspection conclusions and directives on the implementation of inspection conclusions, in order to advise the Provincial People's Committee on consideration and resolution in accordance with regulations.
