Comprehensively updated information technology system
Implementing Resolution No. 18-NQ/TW of the Party Central Committee on restructuring the apparatus, Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and digital transformation, and the strong direction of the Minister of Finance , the Customs sector has proactively transformed the information technology system to meet the requirements of operating under the two-level local government model from July 1, 2025.
From 22:00 on June 30, 2025, the customs information technology system will temporarily stop accepting declarations to update according to the new organizational model. The update takes place at the IT Data Center of the Customs Department, with close coordination between regional Customs Branches and domestic and foreign technology companies.
In just 7 hours, a series of business systems were updated, including: VNACCS/VCIS, Electronic Customs Clearance, Tax Accounting, Manifest, Risk Management, Enterprise Terminal Software... By 5:00 a.m. on July 1, 2025, the system had completed the conversion and officially operated.
Immediately afterwards, the first shipment was successfully registered at the Customs Branch of Region 4, ready for export to the European market. This event affirmed the Customs sector's seriousness and determination to implement the Party and Government 's Resolutions on organizational innovation and digital transformation, while ensuring that import and export activities are not interrupted.
Although the transition process is going smoothly, the Customs sector still forecasts difficulties in interconnecting with ministries, branches, treasuries, banks, ASEAN Single Window, etc. Therefore, the professional and technical support force is strengthened at all levels to promptly handle any arising issues.
On the first day of operating the new model, the customs clearance system recorded: The total number of import-export declarations was 50,300 (including 25,700 export declarations and 24,600 import declarations).
The total import-export value is 2,281.8 million USD (export value: 1,099.2 million USD, import value: 1,182.6 million USD). The state budget revenue up to 5:00 p.m. on July 1, 2025 is 762 billion VND.

Automatically assign file checks for transparency and efficiency
On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation, considering this the top important driving force for national development.
Customs leaders said that, implementing this policy, from July 1, 2025, the Customs authority will officially deploy the mechanism of automatically assigning civil servants to check customs dossiers on the VNACCS/VCIS system, applicable to declarations in the yellow and red channels.
Automatic assignment brings many practical benefits: Preventing negativity, improving public discipline by eliminating subjective intervention in task assignment; Increasing publicity and transparency in the process of handling customs procedures; Shortening the time for customs clearance of goods, creating favorable conditions for businesses; Helping customs officers at and outside the border gate to grasp and cover all professional fields.
The leaders of the customs sector affirmed that the Customs Department is committed to continuing to accompany the business community in the process of reform and modernization, ensuring a fair, favorable and safe trading environment, and at the same time, wishing to continue to receive support, cooperation and supervision from businesses, industry associations and people during the implementation process.
