Attending the event were Vice Chairman of the National Resettlement Committee Tran Hau Ngoc; Head of the Quality Management and Conformity Assessment Department Nguyen Thi Mai Huong; Director of the Resettlement Vocational Training Center Le Minh Tam; Deputy Directors of the Department of Science and Technology: Nguyen Minh Kha, Pham Viet Hung and Head of the Hai Phong Resettlement Sub-Department Hoang Thi Hong Ngoc.
In his opening speech, Vice Chairman of the National Resettlement Committee Tran Ngoc Hau emphasized: Decree No. 133/2025/ND-CP is a document of strategic significance, demonstrating a strong decentralization policy between the central and local levels, while binding the accountability of each level of government. In the field of resettlement, the Decree has specifically stipulated the authority of the Provincial People's Committee in granting, re-granting, and revoking certificates related to measurement, inspection, testing, and conformity assessment, in order to bring management activities closer to people and businesses, ensuring transparency and efficiency. The active participation of trainees from many provinces and cities is a testament to the determination to synchronously implement Decree No. 133/2025/ND-CP, while creating opportunities to share experiences and strengthen regional coordination in resettlement management.

At the training course, trainees learned topics on: Procedures for assessing dossiers of registration of business conditions for product and goods quality testing services; Procedures for assessing dossiers of registration of business conditions for product and goods quality inspection services; Procedures for assessing dossiers of registration of business conditions for product and goods quality inspection services; Procedures for assessing dossiers of registration of business conditions for product certification services, management system certification services; Procedures for assessing dossiers of registration of operating conditions of organizations for inspection, calibration, testing of measuring instruments, and measurement standards. At the end of the training course, trainees and TDC experts exchanged, discussed, shared local management experiences and answered related questions.
Ms. Hoang Thi Hong Ngoc, Head of the Resettlement Department, affirmed that the training program focuses on the essence of the problem, helping cadres and civil servants grasp the most necessary and systematic information, contributing to improving the capacity, quality and effectiveness of state management in the field of resettlement in localities./.
