On the afternoon of September 23, at the Government headquarters, comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister, Deputy Head of the National Civil Defense Steering Committee chaired an online meeting with localities: Hai Phong, Ha Tinh , Nghe An, Ninh Binh, Hung Yen, Thanh Hoa, Quang Ninh to deploy response work to super typhoon Ragasa.

According to the report of the Ministry of Agriculture and Environment, storm No. 9 has complicated developments in the northeastern sea of ​​the northern East Sea. The strongest wind near the storm center is level 16 - 17, gusting to level 17. It is forecasted that by 10:00 on September 24, the center of the storm will be at 21.7 degrees North latitude - 113.4 degrees East longitude, about 340 km east of Leizhou Peninsula (China). Winds will be level 15 - 16, moving west-northwest, at a speed of 20 - 25 km/h and gradually weakening. By the morning of September 25, the center of the storm will be at 21.5 degrees North latitude - 108.5 degrees East longitude in the sea of ​​Quang Ninh - Hai Phong. When the storm makes landfall, it will weaken to level 8, level 9, gusting to level 11, 12.

The Ministry of Agriculture and Environment reminds localities and units to have operational solutions, ensure reservoirs, dyke systems, and early harvest of ripe rice. Continue to call on ships operating at sea to quickly come ashore for shelter, have solutions to secure houses and offices, drain water, trim trees, etc.

In Hai Phong, the work of preventing storm No. 9 is highly focused. The work of evacuating people and ensuring safety for tourists in Cat Hai special zone, Do Son ward is being carried out urgently.

Vulnerable locations of dikes, embankments, culverts, dams, degraded apartment buildings, low-lying areas, bridges, culverts, warehouses, factories, etc. are inspected, reviewed, and reinforced to ensure safety. Relevant localities, agencies, and units prepare dike protection plans, evacuation plans, dam protection plans, dike and important irrigation works; prepare materials, human resources, means, and equipment to respond according to approved plans. After listening to reports from ministries, branches, units and localities and concluding remarks at the conference, Deputy Prime Minister Tran Hong Ha emphasized that this is a very strong storm at sea, with complex developments, intensity and large scope of influence. Ministries, branches and localities need to closely monitor the storm's path and proactively develop scenarios and timely and effective response plans.

For ships and boats still operating at sea, the forces promptly notify and call for them to leave the danger zone. In addition, localities proactively deploy plans to prevent urban flooding and landslides, have plans to evacuate people in vulnerable areas, protect people's lives as well as protect agricultural production and aquaculture for farmers.
