The province currently has 18 key projects and works being implemented. Including 5 traffic projects, 1 industrial park project, 7 industrial cluster projects, 4 housing development projects, 1 thermal power plant project. Typical examples include: Investment project to build Ring Road 4 - Hanoi Capital Region; Tan Phuc - Vong Phan road project (assignment to DT.378); Investment project to build Ninh Binh - Hai Phong expressway, section through Nam Dinh and Thai Binh provinces (CT.08 project); Project Building a route connecting cultural heritage, tourism and economic development along the Red River; Thai Binh LNG thermal power plant project... Of which, the project to invest in the construction of Ring Road 4 - Hanoi Capital Region, the section passing through the province, has so far recovered and handed over land to the investor for 93.24% of the area that needs to be recovered. For the agricultural land and cemetery land, the localities have basically completed the site clearance work.
Comrade Nguyen Quoc Chuong, Chairman of Nghia Tru Commune People's Committee, said: After implementing the 2-level local government model, the Commune People's Committee urgently held a meeting to deploy the land acquisition work to relevant departments. Currently, the commune is focusing on land acquisition for residential land areas of households in the project area. Up to now, the locality has approved the compensation and resettlement support plan for 36/70 plots with land use right certificates; approved the compensation and property support plan for 23 households; paid 17 households 4.04 billion VND; 11 households with land located in the Bac Hung Hai river channel with a cost of 4.6 billion VND; approved assets for 12 households with land use right certificates with a cost of 9.5 billion VND. To ensure the progress of the project, the commune has directed sectors and organizations to increase meetings to grasp the thoughts and aspirations of households that have not agreed with the compensation and support plan for site clearance. The meeting process will be combined with propaganda and mobilization work so that people understand the policies of the Party and State, the importance of the project for local development, etc.
Mr. Le Minh Sang, a resident of Nghia Tru commune, shared: After being informed and persuaded, my family agreed to move our relatives' graves to the new cemetery. Because of the investment in building a spacious and clean cemetery, we felt secure when moving our relatives' graves here.
The total land area to be recovered for the CT.08 project is 478.67 hectares, with more than 3,000 households affected in the province, with a total land area to be recovered of about 284.6 hectares. Up to now, localities have approved and compensated for agricultural land with an area of nearly 215 hectares (reaching a rate of 97%), corresponding to nearly 2,600 households receiving compensation support for site clearance. The project implementation process encountered some difficulties in site clearance work such as: Procedures for supplementing land use planning took a long time; compensation support for site clearance for residential land area, resettlement arrangements did not ensure progress and plan... Determined to remove difficulties and obstacles in site clearance work, ensuring project progress according to the direction of the Central Government, immediately after operating the 2-level local government, the Provincial Party Committee and Provincial People's Committee organized meetings to remove the "bottlenecks" of the project. Therein, directing departments, branches and localities to focus on stabilizing the apparatus after the merger, stepping up propaganda and mobilization to create consensus and support of the people for project implementation. Along with that, urgently implementing resettlement arrangements, moving infrastructure and graves out of the project area in the fastest time...
Comrade Nguyen Duc Tai, Director of the Department of Finance, said: The key projects of the province being implemented are important projects contributing to promoting the socio-economic development of the province. With the strong direction of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, many key projects of the province are being implemented by all levels and sectors. However, the progress of some projects is slower than required. Therefore, in the coming time, all levels, sectors, and localities need to take more drastic measures in implementing procedures related to investment, land, and site clearance. In the process of implementing site clearance for projects, it is necessary to do a good job of ensuring social security for individuals and organizations whose land is recovered, or who are affected during the project implementation process, such as compensation prices, resettlement arrangements, jobs, environment, etc.
