On December 17, the Provincial Party Standing Committee issued Notice No. 1909-TB/TU announcing the opinion of the Provincial Party Standing Committee on organizing fireworks displays on the occasion of the Lunar New Year 2025. The content is as follows:
On December 12, 2024, after listening to the Party Committee of the Provincial People's Committee report on the organization of fireworks display on the occasion of the Lunar New Year 2025 (Report No. 435-BC/BCSĐ dated December 11, 2024), and the opinions of the delegates attending the meeting; the Standing Committee of the Provincial Party Committee has the following opinions:
Regarding the policy, agree that Hung Yen city, My Hao town and districts: Van Lam, Van Giang, Yen My, Khoai Chau, An Thi, Phu Cu, Tien Lu, Kim Dong organize low-altitude fireworks displays on the occasion of the Lunar New Year At Ty 2025 at 11 locations ((1) Nguyen Van Linh Square, Hung Yen city; (2) Gate area of My Hao town People's Committee; (3) Hong Hai Market and Trade Center project campus, Dai Dong commune and Viet Hung commune, Van Lam district; (4) Pho Moi residential area, Van Giang district; (5) Yen My district Cultural House; (6) Binh Minh Pho Hien residential area, Khoai Chau district; (7) An Thi district Cultural House; (8) Lake area, Phu Cu district Cultural Center, (9) Tien Lu district Central Flower Garden; (10) Kim Dong district Cultural House; (11) Vu Hung Agricultural Development Investment Company Limited, Hiep Cuong commune, district Kim Dong).
The implementation process must ensure:
- Strictly implement the spirit of the Directive of the Central Secretariat and the Provincial Party Committee on organizing the Lunar New Year 2025; Decree No. 137/2020/ND-CP dated November 27, 2020 of the Government on the management and use of fireworks and relevant legal provisions.
- Ensure security and safety before, during and after fireworks display.
- Fireworks display time: About 15 minutes, from 0:00 to 0:15 on January 29, 2025; the first day of the Lunar New Year 2025.
- Implementation costs: Localities will self-fund from socialized sources.
The Party Executive Committee of the Provincial People's Committee directed the Provincial Military Command to preside over and coordinate with relevant agencies and organizations to ensure legal sources of fireworks, develop plans for fireworks displays at the locations according to plans and regulations; coordinate with the Provincial Police, People's Committees of districts, towns and cities to organize fireworks displays to ensure absolute safety, while ensuring security, order, fire and explosion prevention and control, traffic safety, and environmental sanitation before, during and after fireworks displays.
The Party Executive Committee of the Provincial People's Committee directs the Provincial People's Committee and relevant agencies on the basis of their functions, tasks and powers to organize implementation in accordance with current Party regulations and State laws.
