Legal basis for managing tutoring and supplementary classes.

Inspection teams overseeing the implementation of Circular No. 29/2024 on supplementary teaching and learning issued by the Ministry of Education and Training are currently conducting inspections of the new regulations in provinces and cities nationwide. The inspection period extends until March 20, 2025.

According to a report from the Quang Tri Provincial Department of Education and Training, prior to the issuance of Circular 29, the province had 22 high schools and 46 junior high schools that organized extracurricular tutoring within the school premises, and 12 tutoring centers outside of schools. The subjects offered in these tutoring sessions were primarily Mathematics, Physics, Chemistry, Biology, Literature, English, and Geography. Approximately 20% of teachers registered to provide tutoring within and outside of schools.

Following the Ministry of Education and Training's issuance of Circular 29, the Department conducted research, gathered feedback from relevant agencies, organizations, and individuals, and advised the Provincial People's Committee on drafting a Decision regulating supplementary teaching and learning in the province. The Department directed units and schools to thoroughly disseminate and explain the regulations of Circular 29 to school staff, teachers, parents, and students. Educational institutions continued to review and classify students based on their academic performance to provide appropriate tutoring and review sessions, focusing on 9th and 12th grade students with lower academic abilities.

In Hanoi , according to Mr. Pham Quoc Toan, Deputy Director of the Department of Education and Training: Circular 29 has provided educational management units with a clearer legal basis for managing extracurricular tutoring, helping to limit the widespread and unregulated practice of such activities.

The Department of Education and Training is responsible for managing extracurricular tutoring activities in the city, planning and organizing inspections and audits of the implementation of regulations on extracurricular tutoring to prevent and handle violations within its authority. It will publicly announce the location for receiving citizens at its headquarters and the telephone number for receiving and processing feedback on extracurricular tutoring. It will also strengthen the management of two-session-per-day teaching at educational institutions.

Adjust the teaching plan accordingly.

Mr. Le Vinh Hiep, Principal of Tran Hung Dao Secondary School (Dong Ha City, Quang Tri Province), said: The school proactively reviewed all extracurricular tutoring activities as soon as the Circular was issued, without waiting for it to take effect. The school has completely stopped organizing paid extra classes within the school. All teachers in the school (53/53) have signed a commitment to comply with the regulations of Circular 29.

Stopping paid extra classes within the school helps reduce the financial burden on parents while encouraging students to develop self-learning skills and be more proactive in acquiring knowledge. The school quickly adjusted its teaching plan and assigned teachers appropriately to ensure the quality of education, especially for gifted students and 9th-grade students preparing for the high school graduation exam.

Regarding extracurricular tutoring, 9 out of 55 teachers at Tran Hung Dao Secondary School reported providing tutoring outside of school hours. The school is awaiting guidance from the Department of Education and Training and the Provincial People's Committee to organize inspections and monitoring of these tutoring activities.

Mr. Dang Hoang Quy, Principal of Le Loi High School (Quang Tri), said that from February 3rd, the school has stopped all extracurricular tutoring activities within the school. The school has adjusted and maintained the tutoring and enrichment programs for gifted students and the high school graduation exam preparation programs in accordance with regulations. The cessation of extracurricular tutoring, except for three groups of students receiving tutoring and exam preparation as stipulated in Circular 29, has helped the school reduce its management burden.

According to Ms. Nguyen Thanh Ha, Principal of Phan Chu Trinh Secondary School (Hanoi), the school has over 1,800 students in 44 classes and 99 administrators, teachers, and staff. Before Circular 29 was issued, because the school had sufficient facilities and teachers to organize two-session-per-day teaching for 100% of its students, it did not organize extra classes. The school also regularly inspected extra classes both inside and outside the school, and monitored the situation of students in class regarding extra classes.

According to Ms. Truong Thi Thu Hien, a Literature teacher at Le Loi High School (Quang Tri): The biggest benefit of Circular 29 coming into effect is the strengthening of the prestige and honor of teachers. This is a huge benefit, as teachers who do not give extra tutoring to their students in class will have their reputation enhanced. With this regulation, teachers who, in one way or another, lure students to extra classes will no longer have a place to operate.

Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that tutoring is a real and ongoing need. Circular 29 of the Ministry of Education and Training does not prohibit tutoring, but it must be positive and conducted in accordance with regulations. The desire for tutoring is legitimate, but its appropriateness needs to be considered. If it is inappropriate or ineffective, it will lead to waste and negative consequences for students, teachers, and families. The negative consequences of widespread tutoring need to be properly assessed to ensure the right response… “We cannot delay any longer in managing tutoring. The spirit is one of unity, consensus, decisiveness, effectiveness, focusing on students and protecting genuine teachers. We must resolutely overcome the negative consequences of widespread tutoring,” the Deputy Minister said.
