On June 26, 2025, the Party Committee of the Department of Intellectual Property (DIP) held the 6th Congress, term 2025 - 2030 to summarize the results of implementing the Resolution of the 5th Congress, term 2020 - 2025, review the leadership work of the Party Executive Committee, and at the same time set out directions, goals, tasks and solutions for the next term.
Speaking at the opening of the Congress, Comrade Luu Hoang Long - Party Secretary, Director of the Department of Intellectual Property emphasized: The Congress takes place in a special context when the whole country is resolutely implementing the reform and reorganization of the administrative apparatus from the central to local levels. In the past term, the Department has achieved and exceeded most of the set targets, demonstrating clear efforts and changes in its operations, but there are still difficulties such as: the progress of processing industrial property applications has not met expectations, the information technology infrastructure has not kept up with the requirements, the tasks and issues of civil servants and public employees have not been thoroughly resolved. These are major obstacles in the development process.
"With the determination to comprehensively innovate, in the coming term, the Party Committee of the Department aims to build the Department of Intellectual Property into a modern, professional, effective and efficient state management agency for intellectual property; with a leading role and solid competitiveness in the Southeast Asian region."
During the 2020 - 2025 term, the Department has recorded many important achievements. In terms of institutions, the Department has completed the development and submitted to the National Assembly for approval of the Law on Intellectual Property (amended) in 2022, along with guiding and implementing documents, contributing to perfecting the legal framework and improving the effectiveness of state management in the field of intellectual property.
Overview of the event.
The National Intellectual Property Strategy and the Intellectual Property Development Program to 2030 are implemented synchronously, closely linked with development programs for key industries, fields and products at the central and local levels, creating a favorable foundation for socio -economic development.
The dissemination and popularization of laws have also been strongly innovated, contributing to raising public awareness of IP. Notably, the Department has received over 707,000 applications for industrial property registration, an increase of more than 34% compared to the previous period; processed over 617,800 applications and granted over 212,000 protection certificates, an increase of more than 45% compared to the same period of 2015-2019. The above results clearly reflect efforts to reform procedures, improve professional capacity and affirm the role of IP in socio-economic development.
Currently, the Department is focusing on implementing many solutions to improve appraisal capacity, receive online applications, apply WIPO IPAS software, promote international cooperation in sharing appraisal results. At the same time, to handle the backlog of applications, the Department has synchronously deployed solutions such as: perfecting the organizational structure, coordinating human resources, contracting output, working overtime, outsourcing technology... The goal of thoroughly resolving the backlog before October 2025 is identified as a key task.
In the field of supporting the enforcement of intellectual property rights, the Department has provided over 1,200 professional opinions to support enforcement agencies, courts and relevant parties in investigating, handling violations and resolving disputes. More than 30 conferences and in-depth training courses have been organized, with special attention to new topics such as: Infringement of rights in the digital environment, e-commerce...

International integration activities continue to be promoted with participation in bilateral and multilateral negotiations and technical dialogues, contributing to the success of many new-generation free trade agreements such as CPTPP, EVFTA, RCEP, UKVFTA...
In the upcoming term 2025-2030, the Party Committee of the Department determines the consistent direction as follows: Strengthening Party building in all aspects: politics, ideology, organization - cadres and ethics; innovating leadership methods, upholding the principle of democratic centralism, promoting the exemplary role of cadres and party members.
Some specific targets for political tasks are set, including: 100% of administrative procedures on intellectual property are provided online; 100% of records are processed in the electronic environment; 100% of cadres and party members work on electronic business systems; striving to build a "paperless" agency by 2030.
The Congress elected the Executive Committee of the Party Committee of the Department of Intellectual Property for the 2025-2030 term, consisting of 07 comrades.
Speaking at the Congress, Comrade Le Huong Giang, Member of the Standing Committee, Head of the Party Organization Committee, Director of the Department of Organization and Personnel of the Ministry of Science and Technology, highly appreciated the outstanding results achieved by the Party Committee of the Department of Intellectual Property in the past term. He requested the Party Committee to continue to promote its comprehensive leadership role, promote administrative reform, digital transformation, develop intellectual property and perfect the organizational structure. He believes that with the spirit of solidarity, innovation and high determination, the Department of Intellectual Property will continue to achieve even greater achievements, making positive contributions to the Ministry and the development of the country.
