NDO - One of the traditional cultural beauties of the Dao people in Thanh Phan village, Dong Van commune, Binh Lieu district (Quang Ninh) that is still preserved and maintained to this day is the wind-avoidance festival set on the 4th day of the 4th lunar month every year.

This year, the wind-avoiding festival was held by Binh Lieu district from April 30 to May 4 in Dong Van commune on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day.

This is one of the unique cultural and spiritual activities of the Dao Thanh Phan ethnic group in the district. In particular, within the framework of the event, there will be a ceremony to announce the Decision of the Minister of Culture, Sports and Tourism to include "Wind Abstinence Custom of the Dao people in Dong Van commune" in the List of National Intangible Cultural Heritage.

These days, Dong Van commune, Binh Lieu district is actively preparing the necessary conditions to prepare for the organization of the Wind Abstinence Festival in 2025, while exploiting new products and effectively promoting traditional tourism products to attract tourists in the summer of 2025.

Comrade Tang Van Dao, Vice Chairman of Dong Van Commune People's Committee, excitedly shared: "The Dao people's wind-avoidance custom is recognized as a national intangible cultural heritage, the achievement of the Dao Thanh Phan community in Dong Van commune in particular, and the whole Binh Lieu district in general, in preserving, maintaining and conserving the fine traditional customs of the Dao ethnic community.

Currently, in Dong Van commune, more than 75% of the population is Dao Thanh Phan ethnic group, so the wind-avoiding custom of the Dao people is recognized as a national intangible heritage, not only the pride of the Dao community, but also the pride of the Party Committee, government and people of all ethnic groups in Dong Van commune.

According to the elders in the village, on the day of avoiding the wind, no member is at home, because they believe that if there is someone in the house, the wind god will not enter. They quietly leave the house early, so that when the wind god enters the house, he will take away the risks and sorrows of the old year and bring into the house good things, warmth, and prosperity.

The Dao people here believe that on the 4th day of the 4th lunar month, no matter what they do, it will not be favorable. If they build a house, it will collapse. If they cultivate the fields, the rice plants will not bloom... They temporarily put aside all work, let the buffaloes go to the forest, and the whole village invites each other to "mì seng phai hay dao" (in Dao language, it means "going to the market on the 4th of April").

Many folk games, sports and cultural activities are held during the wind-avoiding festival in Binh Lieu district.

This is also the first time the wind-avoidance festival has been organized by the People's Committee of Binh Lieu district and invited delegates from neighboring China to participate in cultural, artistic, and sports exchanges between the people of the two localities.

The Wind Abstinence Festival is a long-standing traditional festival, demonstrating the unique cultural beliefs of the Dao people, held annually in Binh Lieu district. Mr. Duong Cam Henh, in Khe Tien village, Dong Van commune happily said: “As a Dao ethnic person, I am very excited to look forward to the festival, so when the commune announced that the villages would participate in cultural, artistic and sports exchanges, I and the people in the village are actively practicing arts and ethnic sports, so that on the festival day we can immerse ourselves and fully participate in the activities of the festival”.

The 2025 Wind Taboo Festival will feature many unique cultural, sports and tourism activities such as: Opening ceremony and announcement of National Cultural Heritage; art festival between villages and hamlets; competitions in ethnic sports: Stick pushing, tug of war, throwing shuttlecock, spinning top... spinning top exchange between Dong Van commune, Hoanh Mo (Vietnam) and Dong Trung town (China); display and introduction of handicrafts, OCOP products, traditional cuisine; experience community tourism; homestay, local cuisine, trekking through the forest in Dong Van, exploring agricultural tourism at Binh Lieu Farmstay (Hoanh Mo commune)...

Comrade Do Ngoc Nam, Secretary of Binh Lieu District Party Committee, said: “This event not only contributes to preserving and promoting local traditional cultural values, but also aims to promote the image of Binh Lieu as an attractive border destination, especially for Chinese tourists. This is also a practical activity to celebrate the 75th anniversary of the establishment of Vietnam-China diplomatic relations and the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025)”.

With the policy of "turning heritage into assets", in recent years, the Party Committee, government and people of Binh Lieu district have been making efforts to preserve and turn traditional cultural values ​​into typical tourism products, contributing to promoting local socio-economic development.

Mr. Vi Ngoc Nhat, Head of the District Department of Culture and Information, said: "In recent years, Binh Lieu district has been active in promoting the cultural identity of ethnic groups to develop tourism; linking tourism with the development of traditional cultures of ethnic groups in the area such as: Soong Co Festival, Luc Na Communal House Festival, and the Dao people's Wind Abstinence Festival. In particular, the Tay people's Then heritage has been recognized by UNESCO as an intangible cultural heritage, and has organized performances and services for tourists."

In the first 3 months of 2025, the mountainous district of Binh Lieu welcomed more than 37,000 domestic and international visitors. Summer tourism is considered the "golden time" to attract visitors to tourist areas and destinations in the area, aiming to welcome 500,000 visitors in 2025.

The Wind Abstinence Festival in Dong Van Commune is an opportunity to promote and introduce the traditional cultural beauty and customs of the Dao Thanh Phan people, thereby encouraging the preservation and promotion of traditional cultural values, creating more unique and special tourism products to serve visitors when coming to Binh Lieu.
