For specific tasks, the Ministry of Education and Training requires localities to direct general education institutions to guide teachers to proactively review and adjust language materials in each lesson, topic, and practice materials in textbooks to suit local realities, especially in the context of administrative boundary arrangement and implementation of two-level local government.

Proactively select appropriate content and topics from approved local educational materials, organize adjustments, integration and flexible use according to the cultural - social - geographical characteristics of the new administrative unit after the arrangement.

Regarding the development of the school and class network, it is necessary to inherit stable factors, be suitable to the actual conditions of the locality, ensure convenience for students' learning, and be associated with conditions to improve quality, meeting the requirements of innovation according to the program.

Direct general education institutions to fully and promptly register textbook needs for each grade level, coordinate with publishers and distribution units to organize the supply of textbooks on schedule, ensuring that students have textbooks right from the beginning of the school year.

The Ministry of Education and Training requires localities to synchronously calculate many solutions to overcome the shortage of teachers such as signing teaching contracts, implementing mobilization, secondment, transfer, and inter-school teaching arrangements.

Do not let the arrangement and reorganization of the apparatus disrupt or cause a shortage of staff, affecting the quality of education in order to ensure enough teachers to organize teaching of all subjects correctly and adequately; overcome the situation of arranging and using teachers that are not suitable for the training major.

At the same time, build a mechanism to mobilize highly qualified human resources, including: artisans, artists, professional athletes, foreign volunteers to participate in organizing educational activities in schools, especially in the fields of culture, arts, sports , and life skills.

Gradually improve the quality of the teaching staff, especially teachers of foreign languages, other subjects in foreign languages, and integrated education programs, especially English, with the aim of making English the second language in schools.
